Introduction

The United Nations Capital Development Fund (UNCDF), on behalf of the strategic advocacy, political engagement, and stakeholder facilitation services to support sovereign debt swap and debt conversion initiatives for nutrition financing. The assignment will be implemented over a period of Scope of Work Summary

  • 1. Strategic Political Engagement with Priority Creditors and Credit Enhancement Partners

    The specialized advisory firm or consulting entity shall support UNCDF, on behalf of the UNITLIFE Secretariat, in strengthening strategic engagement with priority bilateral creditor governments, credit enhancement institutions and other development finance partners to advance sovereign debt swap and debt conversion opportunities for nutrition financing.

    Priority stakeholders may include, but are not limited to, bilateral creditors, export credit agencies, development cooperation agencies, multilateral development banks and international financial institutions.

    Activities shall include:

    ·       Mapping and engaging senior decision-makers and influential stakeholders within priority institutions;

    ·       Developing tailored engagement strategies for priority creditor governments and strategic partners;

    ·       Facilitating high-level dialogue and strategic meetings between UNITLIFE project team and relevant stakeholders;

    ·       Identifying political entry points and champions to advance debt swap and debt conversion opportunities;

    ·       Supporting the positioning of debt swap and debt conversion mechanisms within national and international financing discussions.

     

    2. Strategic Advocacy and International Engagement

    The specialized advisory firm or consulting entity shall support UNITLIFE’s strategic advocacy and visibility in international policy and financing platforms relevant to sovereign debt and sustainable development financing.

    Activities shall include:

    ·       Identifying strategic advocacy opportunities and high-level engagement platforms;

    ·       Preparing briefing notes, key messages, presentations and advocacy materials;

    ·       Facilitating introductions and bilateral meetings with senior stakeholders;

    ·       Supporting UNITLIFE’s participation in international policy and financing discussions where requested.

    3. Debt Swap and Debt Conversion Facilitation

    The specialized advisory firm or consulting entity shall facilitate the advancement of priority debt swap and debt conversion opportunities through strategic engagement and stakeholder coordination.

    Activities shall include:

         Supporting dialogue between creditor governments, debtor governments and strategic partners;

         Facilitate stakeholder dialogue and political engagement supporting priority debt swap and debt conversion initiatives identified by UNITLIFE;

         Identifying political and institutional barriers affecting transaction development and recommending engagement strategies to address them;

         Documenting engagement outcomes and maintaining stakeholder relationships to support UNCDF-led initiatives.

    4. Strategic Partnership Development

    The specialized advisory firm or consulting entity shall support the development of strategic partnerships that strengthen UNITLIFE’s capacity to advance debt swap and debt conversion initiatives.

    Activities shall include:

       Facilitating engagement with multilateral organizations, development finance institutions, philanthropic organizations and other strategic partners;
       Supporting partnership discussions and collaboration frameworks;
       Identifying opportunities for technical cooperation, political support and resource mobilization that can accelerate debt swap and debt conversion initiatives
Maintaining strategic relationships that contribute to the long-term development of UNITLIFE’s debt conversion programme.
