Advocacy Specialist – Roving

Position Summary

Human Relief Foundation (HRF) is seeking a qualified Advocacy Specialist to lead and support its advocacy initiatives. The Advocacy Specialist will be responsible for developing and implementing advocacy strategies that promote HRF’s humanitarian, peacebuilding, and human rights priorities, with a focus on influencing policies, strengthening partnerships, and amplifying the voices of affected communities.

Key Responsibilities

• Develop and implement HRF’s advocacy strategies and action plans in line with organizational priorities and project objectives.

• Conduct policy analysis, research, and stakeholder mapping related to humanitarian response, peacebuilding, protection, and human rights.

• Draft advocacy products including policy briefs, position papers, talking points, statements, and reports.

• Build and maintain effective relationships with government authorities, civil society organizations, UN agencies, donors, and media.

• Represent HRF in coordination meetings, advocacy forums, workshops, and public events at local and national levels.

• Support advocacy campaigns and public awareness initiatives to influence decision-makers and promote policy change.

• Coordinate closely with program, communications, and MEAL teams to ensure evidence-based and coherent advocacy messaging.

• Ensure all advocacy activities comply with HRF policies, donor requirements, safeguarding, and ethical standards.

• Bachelor’s degree in Political Science, International Relations, Law, Social Sciences, or a related field (Master’s degree is an advantage).

• Minimum of 4–5 years of professional experience in advocacy, policy engagement, humanitarian, development, or peacebuilding sectors.

• Proven experience working with government institutions, civil society organizations, and/or international agencies.

• Strong research, analytical, and writing skills in English (Arabic is a strong asset).
