The Paris Agreement provides a comprehensive framework for signatory Parties to reach an ambitious commitment to limit the increase in global average temperature to well below 2°C, and to pursue efforts to limit the increase to 1.5°C in a cooperative manner. This framework covers a number of instruments including cooperative approaches under the Article 6 which allows for the potential development of international carbon transactions.

The SPAR6C program in Thailand supports the Division of Climate Change and Environment (DCCE) and Thailand Greenhouse Gas Management Organization (TGO) with technical assistance and capacity building in the areas of medium- and long-term emissions planning, governance, and mitigation activity development to achieve its market engagement objectives under Article 6 (A6) of the Paris Agreement. 

The program has delivered an Article Readiness and Needs Assessment and analysis on the governance framework. Currently the program is supporting TGO to adapt its registry to be fit-for-purpose for Article 6 activities, is developing an operation manual for A6 activities, analyzes options for the sharing of mitigation outcome, and is developing a capacity building program to be rolled out next year.

Additionally, SPAR6C is conducting a series of studies to help identify potential future projects. Expertise Required:

The engaged expert must demonstrate the following expertise:

  • (MANDATORY) Minimum 8 years (preferably 10 years) of working experience in the area of carbon markets or carbon project development.
  • (MANDATORY) Proficiency in English and Thai is required.
  • (MANDATORY) Thorough knowledge of the development and implementation of carbon credit projects, encompassing project initiation, stakeholder engagement, verification processes, and alignment with international carbon market standards.
  • (MANDATORY) Substantial knowledge of carbon market mechanisms, including A6, in Thailand with experience in CDM or other mitigation crediting schemes.
  • Understanding of Article 6 of the Paris Agreement and Thailand’s commitments under the Agreement, including NDCs and long-term strategies.
  • Comprehensive understanding of Thailand’s key emissions intensive sectors, including agriculture, energy, industry, and more, to assess potential activity types.
  • Understanding of clean technologies and climate solutions in a range of sectors.
  • Experience working with the private sector actors in the climate space, including SMEs.
  • Ability to assess the financial viability of projects, including cost-benefit analysis, funding mechanisms, and investment opportunities.
  • Collaboration expertise with stakeholders such as government officials, business sectors, and academic institutions.
  • Experience collaborating with international organizations on climate change mitigation projects in Thailand.
