The USAID Morodok Baitang project in Cambodia, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) with conservation partner, Conservation International (CI), is currently accepting applications for an Agricultural Market Systems Expert for a short-term technical assignment (STTA). The assignment has an LOE of up to 45 days over a 4-month period, preferably starting early-February 2024.

Position Description: The goal of USAID Morodok Baitang is to conserve Cambodia’s unique biodiversity, reduce land-based sources of carbon emissions in support of national goals, and improve accountable and equitable economic development. A critical part of this strategy is the development of conservation-friendly, climate-smart and socially equitable value chains and market systems.

Tetra Tech is seeking an Agricultural Market Systems Expert provide targeted market system analysis of economies within the Central Cardamom Mountain Landscape of Cambodia (CCML) – an area of biodiversity significance. This analysis will support the development of interventions in the CCML that will transform local economies so that they support reductions in deforestation and provide for protection of biodiversity. These interventions will directly support REDD+ efforts supported by USAID Morodok Baitang and implemented by partner CI and will complement Conservation International Natural Climate Solutions Roadmap, which can be found at: https://www.conservation.org/priorities/exponential-roadmap-natural-climate-solutions.

Responsibilities:

The Agricultural Market Systems Expert will conduct a market system analysis to determine the components, relations and influences within the current agricultural market system within the CCML, and to identify the enabling conditions and interventions required to shift current agricultural market systems to a conservation-friendly, Nature Positive economy.

Specific tasks include the following:

* Review existing literature and research, including work conducted by USAID Morodok Batiang;

* Map the systems, functions and issues which influence negative conservation outcomes from the commercial and subsistence agricultural sector in the CCML;

* Identify stakeholders, perspectives, drivers, and power relations of key actors in the system, including potential allies and champions;

* Identify potential opportunities and challenges, including a focus within the conservation context – e.g. carbon insets/alignment with existing REDD+ Project;

* Identify entry points to catalyse change in the system which are most feasible and have the most potential for change;

* Identify upcoming trends which might affect/influence the agricultural systems in the CCML; and

* Assess how activities might interact with broader CCML Programme’s activities.

Deliverables:

* Workplan detailing schedule and level of effort;

* Draft report summarizing the current systems, functions and perceived issues along with recommendations for systems changes;

* Roadmap for transitioning the agri-food systems in the Central Cardamoms to be nature positive, including potential interventions, timelines and strategies; and

* Full report and presentation outlining the findings from the systems change analysis.

Qualifications:

* Minimum master’s degree in economics, international development, food security or another relevant field;

* Minimum seven (7) years’ relevant experience in market system development and/or transitional systems change, research and/or analysis preferably related to agriculture and/or natural resource commodities;

* Demonstrated ability to identify market-based solutions for public and private actors;

* Demonstrated understanding of market systems approaches and adaptive management principles;

* Fluency in English; and

* Prior experience living and working in Southeast Asia (preferred).
