  • About Australian Infrastructure Financing Facility for the Pacific (AIFFP)
The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a AUD4 billion initiative of the Australian Government aimed at facilitating quality infrastructure development in the Pacific region. It collaborates with governments and the private sector in the Pacific and Timor-Leste, offering grant and loan financing for transformative projects in energy, water, transport, telecommunications, and other infrastructure sectors.
AIFFP is currently involved in implementing various infrastructure projects in Papua New Guinea, particularly in the transport (ports and roads) and energy sectors. To ensure effective program delivery, AIFFP has established a Project Management Office (PMO) that works in coordination with the DFAT Transport Sector Support Program Phase 3 (TSSP3). The PMO is responsible for overseeing project management, procurement, contract administration, financial management support, safeguards, and technical advisory services to ensure successful project delivery. Additionally, the PMO focuses on capacity-building and professional development of local counterparts to enhance project sustainability. Building strong collaborative relationships with project stakeholders, including PNG counterparts, is crucial for the successful implementation of the AIFFP projects.
About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.
Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 15 years of operation and will continue to contribute to the achievement of the overarching goal of:
‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’
Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all TSSP3’s activities and operations.
This phase of TSSP3 will run from November 2023 to November 2028.
About the Role
The MEL Adviser will deliver the AIFFP PNG MEL framework, overseeing the design and execution of planning, monitoring, evaluation, and learning processes for the AIFFP maritime and roads investments. The Adviser will ensure that monitoring data and reports on all AIFFP activities and progress towards outcomes are utilized to guide planning and program management decisions, meeting stakeholder and contractual requirements. Additionally, the Adviser will ensure that insights gained from the AIFFP maritime and roads sector investments are documented and disseminated.
About you
Selection Criteria:
To be successful for this role, you must possess the following including, but not limited to:
  • Tertiary qualifications in international/community development, social science, evaluation, information or business management or other relevant discipline
  • At least seven (7) years’ experience in international development, including at least three (3) years’ senior M&E experience with complex aid programs
  • Demonstrated experience working on MEL for investments funded by DFAT or other bilateral donors or multilateral development banks, especially those related to major infrastructure investments
  • Demonstrated understanding of the importance of addressing safeguards risks, including in infrastructure activities
  • Relevant experience in a developing country context and demonstrated capacity to respect and appreciate cross cultural communication
  • Demonstrated experience working with project teams to ensure adequate data collection and reporting, ideally in infrastructure or other investments with multiple stakeholders
  • Demonstrated experience in producing/delivering timely, quality assured and analytical reports, including quantitative and qualitative data that demonstrate progress against program outcome areas e.g. annual, biannual, monthly, and weekly reports
