The Australian Infrastructure Financing Facility for the Pacific (AIFFP) is a AUD4 billion initiative of the Australian Government aimed at facilitating quality infrastructure development in the Pacific region. It collaborates with governments and the private sector in the Pacific and Timor-Leste, offering grant and loan financing for transformative projects in energy, water, transport, telecommunications, and other infrastructure sectors.
AIFFP is currently involved in implementing various infrastructure projects in Papua New Guinea, particularly in the transport (ports and roads) and energy sectors. To ensure effective program delivery, AIFFP has established a Project Management Office (PMO) that works in coordination with the DFAT Transport Sector Support Program Phase 3 (TSSP3). The PMO is responsible for overseeing project management, procurement, contract administration, financial management support, safeguards, and technical advisory services to ensure successful project delivery. Additionally, the PMO focuses on capacity-building and professional development of local counterparts to enhance project sustainability. Building strong collaborative relationships with project stakeholders, including PNG counterparts, is crucial for the successful implementation of the AIFFP projects.
Selection Criteria:
To be successful for this role, you must possess the following including, but not limited to:
- A Bachelor’s degree in contract management, procurement, business, law, engineering or related discipline
- At least 10 years of demonstrated experience in the procurement of large infrastructure projects, preferably in Papua New Guinea or the Pacific
- Demonstrated experience with the World Bank Procurement Regulations, or similar, including development of complex civil works bidding documents
- Experience with FIDIC forms of contract including the principles of the World Bank Procurement Regulations (November 2020), the AIFFP social procurement policy and the principles of the PNGPCL procurement policy
- Experience in working in multi-donor projects and an understanding of AIFFP/DFAT procurement requirements and polices
- Demonstrated financial, analytical and problem-solving skills for procurement activities involving large infrastructure projects
- Understanding and demonstrated experience in procurement and contracting models that encourage local industry participation
- Demonstrated experience in implementing capacity development and leading training activities within government agencies
