Org. Setting and Reporting
This position is located in Bangui, within the Aviation Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The Air Operations Assistant (Aircraft user’s reports) at this level usually reports to the Chief of Unit or an Air Operations Officer. The Air Operations Assistant (Aircraft user’s reports) is responsible for ensuring the database on aircraft utilization reports is accurate and the contracts database is updated in real-time.
Responsibilities
Within the limits of delegated authority, the incumbent at this level performs the following duties: • Monitor on daily basis the Aircraft Use Report (AUR) database and ensure that all data entered by the Flight Following in the Aviation Information Management Suite (AIMS) are accurate. • Check and verify the completed AURs submitted in AIMS against flight backlogs and DFS for accuracy. • Assist in preparing Monthly Aviation Report from AIMS (concerning total flight hours, passengers, cargo, fuel consumptions, non-Availability of aircraft, sorties, type of flights, and occurrences) for transmission of this report to UNHQ/ ATS for further action. • Prepare Monthly AUR Verification concerning total flight hours, passengers, cargo, fuelconsumptions, non-Availability of aircraft, sorties, type of flights, and occurrences. • Monitor and maintain a record of out-of-Mission flights and SFRs, liaises with all the Sector Aviation Staff concerning all issues about AUR administration. • Corrects any query that might arise from all ATS Monthly Aviation Reports. Perform other functions as assigned by the Chief ATCU. • Assist in managing and administering the Long-Term Aircraft Charter Agreements and Letters of Assist and ensure all aircraft are operated in accordance with DFS/DPKO Aviation Manuals, DFS/DPKO Aviation Standards, ICAO Annexes, and Air Carriers’ Company Manuals. • Assist in aviation aircraft contract and fleet management by monitoring aviation contract compliance by the air carriers that involves ensuring aircraft specifications and personnel documentation/requirements; aircraft configurations; update of equipment; aircraft markings and aircrew qualifications. • Monitor and update the flight costs calculation table for all Special Flight Request (SFR). Coordinate with the Mission Air Operations Center (MAOC) and Sector Air Operations Staff on daily basis to ensure that all data concerning aircrew are entered into the Aircrew database. • Verify aviation fuel invoices. Prepare statistical reports on the aviation fuel consumption. Provide MINUSCA Fuel Unit with the estimated aviation fuel for the imminent Mission mandate. Coordinate with MINUSCA Fuel Unit for updates on aviation fuel prices in the different Sectors/locations inside the Mission area for flight cost calculations reasons. • Track all fuel consumed by the Air Carriers for non-revenue flights and processes the cost recoveries from the air Carriers. • Manages and updates the Flight Cost Calculation Table used by TCU staff for cost estimate calculations on monthly basis and when needed. • Processes the cost estimates of Special Flight Requests submitted to Aviation Section. • Updates the Flight Cost Calculation Table whenever there is a new contract of incoming aircraft in the mission or when there is a contract change/amendment for any MINUSCA Air Carrier.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Technical or vocational certificate in Air Transportation, Safety Management, Air Traffic Control is desirable. A diploma from an equivalent military establishment or military/air traffic control training is desirable.
Work Experience
A minimum of five (5) years of progressively responsible experience in Air Transport Operations is required. The minimum years of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French is required.Working knowledge of English is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
