Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. Mission :
Under the supervision of the Country Director, you will ensure an independent and continuous assessment of the adequacy, effectiveness, and efficiency of the internal control systems and risk management strategy of Action Contre La Faim (ACF) Afghanistan.
More precisely, you will be responsible for the following missions:
Ensure the development of Internal Audit Tools/Chartered in line with international standards and based on the organization’s policy.
Lead the development of risk-based periodic audit plans for both the country office and base offices, detailing the scope, nature, and timing of audit activities.
Ensure the audit program is based on international auditing standards and the organization’s policies, procedures, and best practices.
Ensure the effectiveness and efficiency of ACF operations in Afghanistan, specifically Risk Management and internal control structures.
Identify key areas of risk within the ACF Mission in Afghanistan and propose appropriate controls to mitigate the risks.
Ensure the mission maintains documentation standards in all work areas of Finance, HR, Logistics, Liaison, and Programs.
Analyze audit results and monitor corrective actions.
Lead the audit team to perform audit procedures to verify that controls are operating through testing and interviewing techniques.
Support the due diligence process for partner NGOs and monitor operations in close relation with the Safeguarding referent at the mission and HQ levels.
Coordinate donor, external government, and internal audits.
Actively participate in the deployment of the Safeguarding policy.
Coordinate fraud/abuse management at the mission level.
Profile :
You hold a Master’s degree related to Accounts, Audit, Finance, or Business Administration. You have at least 5 years of experience in a similar position. Previous experience with ACF is an asset.
You have experience in Internal Audit, Compliance, Safeguarding Inquiries, Fraud Investigations, and/or Fraud Management. An experience in Finance Management and Risk Management is an advantage.
You have proven ability to multitask and have demonstrated skills in organizing, training, and motivating a multicultural team.
You are disciplined and able to work and make decisions autonomously with minimal guidance.
You have advanced knowledge of donors’ guidelines and procedures (ECHO, UN, FCDO, BHA, CDCS, GFFO, BMZ, etc.).
You possess excellent diplomatic and negotiation skills.
You are fluent in English (professional proficiency required) and have excellent drafting and written communication skills.
