Analysis and drafting of Capacity Building Report

In 2023, the CO supported the Assessment of the Sierra Leone Police Capacity for competencies on Child Protection and Child Justice, the findings of which are used to inform the development of a 5- year capacity building plan for the Sierra Leone Police Force to address the systemic issues of violence against children in contact with the law and enhance child-friendly policing across all units of the SLP. This action is also focusing on the Family Support Unit (FSU) which was established as a specialized unit attached to police stations across the country, with the mandate to investigate all forms of abuse and violence against children (sexual and physical abuse, exploitation, including commercial exploitation, as well as internal and cross-border trafficking).

The Family Support Unit also has the mandate to investigate allegations of sexual and domestic violence against women and vulnerable members of society. Some of the activities carried out by the Family Support Unit include but are not limited to the following:

  • Investigation of alleged child sexual violence and abuse cases
  • Gathering evidence for prosecution of the alleged perpetrator
  • Referrals for medical assessment and treatment of victims, when the Family Support Unit is the first point of contact and there is no medical report.

The draft capacity building report was done using several assessment tools (largely qualitative) to guide results for the assessment as regards to the knowledge of child protection/child justice of all departments of the Sierra Leone Police and assess the Police Departments competencies in investigating/dealing with cases of children in contact with the law: offenders, victims, witnesses, and children in need of care and protection.  This assessment would provide a base for evaluating the skill set and understanding about investigation of Gender Based Violence, and level of understanding of child protection/justice for children by police officers, in addition to their understanding about investigating and prosecuting children in contact and in conflict with the law.

The objective of the assignment is to:

  • Revise structure and edit the draft Capacity Building Report.
  • Analyse the secondary data (including data from field exercise)
  • Update the report based on the above No.s. 1 and 2
  • Develop a Four year Costed Capacity Building Plan

Work assignment, deliverables, timeline & payment schedule

Review of Capacity Building Report to Identify Gaps, Review of Raw Data from Field Exercise, Format for Restructuring of Report and Inception report (covering the same and methodology for the analysis). Deliverable: Inception report- include method for review, summary Review of Current Report, including data from field work and format for the new structure. Timeline 3 days

  • Draft Revised Report. Deliverable: revised report. Timeline 10 days
  • 20% of Contract Value
  • Final Report- incorporating feedback and comments. Deliverable: Final Report. Timeline 5 days
  • Costed Capacity Building Plan (Draft). Deliverable: costed capacity building plan. Timeline 20 days
  • 30% of Contract Value
  • Final Capacity Building Plan. Deliverable: Final costed capacity building plan. Timeline 3 days
  • 50% of Contract Value

To qualify as an advocate for every child you will have… 

  • Advanced university degree in Social Sciences
  • Knowledge of Qualitative and other assessment
  • Knowledge of the local country context
  • Work experience with UNICEF Sierra Leone is an asset
  • Excellent analytical and organizational skills, including effective communication and people skills; ability to communicate and coordinate with various stakeholders and to express ideas and concepts concisely and clearly in written and oral form
  • Language proficiency:  Fluent in English and excellent report writing, presentation and communication skills
