Position Summary

The City Nature Analyst supports a coordinated and strategic approach to performance tracking, budget monitoring, and resource analysis across Portland Parks & Recreation’s Land Stewardship division. This role develops and tracks performance metrics, evaluates equity in resource allocation, and supports informed decision-making that aligns with service goals.  The Analyst also works closely with the fund center manager to prepare and monitor budgets, provide real-time financial analysis, and ensure consistent practices across the division.

The Land Stewardship division manages Portland’s parks, trails, natural areas, and community gardens, which are essential spaces that support healthy, connected communities. The team provides maintenance, environmental stewardship, and programming that promote physical, mental, and social well-being across the city.

City Nature is a work group within PP&R’s Land Stewardship division. In the City Nature work group, we strive to support ecologically healthy natural areas, gardens, trails, and nature patches, as well as provide sustainable access to nature for our community.

As a City Nature Analyst, you will work on: 

Data Management:

• Create and manage data tracking systems to support City Nature work, such as documenting compliance with state and local environmental regulations and progress on key performance indicators
• Support integration of data management systems into new Bureau and City initiatives, such as the CMMS work order system
• Track and document impacts of climate change on City Nature operations, support integration with performance metrics in regionally significant plans such as Portland’s Climate Emergency Work Plan and Multnomah County Community Wildfire Protection Plan
• Collaborate with City Nature staff to review, monitor, and assess gardens, natural areas, parks, nature patches, assets, and operational programs
• Manage complex data systems for analysis, reporting, and decision-making, utilizing tools such as advanced Excel, Power BI, SQL, and/or budgetary software
• Collaborate with City Nature, Planning, and GIS staff to review, optimize, and standardize use of geospatial tracking tools such as Field Maps and SprayMapper; integrate with other City or Bureau initiatives

Financial Management and Analysis

• Support development of work group budgets, develop strategies and spending plans to meet work group goals, identify emerging challenges and potential solutions
• Identify and establish systems to ensure resource allocation is led by equity
• Develop recommendations on resource allocation based on analyses; make recommendations to improve efficacy and efficiency
• Provide procurement support for establishing contracts, tracking, and invoicing
• Track and document the impacts of process and budget changes on City Nature operations
• Administer and track grant funds and performance metrics for project work; negotiate and draft proposed contracts, grants, and interagency agreements

Strategic Planning and Documentation

• Coordinate and contribute to strategic planning efforts, including sequencing, program planning, document control, gathering and analysis of technical feedback, and the creation of operational guidance materials
• Provide training, problem-solving, and technical support for City Nature work; coordinate and serve on committees and work groups
• Design and execute data gathering efforts to inform strategic planning, which may include trends, needs, use patterns, gaps in equitable access, community input, etc.

Project, Policy, and Grant Oversight

• Collaborate with Managers and Supervisors to set project goals, identify measurable outcomes, and demonstrate progress towards performance metrics
• Support research, data collection, analysis, and recommendations for special project work
• Alignment with Bureau and City priorities, such as the Climate Emergency Action Plan
• Oversee the planning, implementation, and reporting of policies, special projects, and grant-funded initiatives; ensure compliance with funding requirements, timelines, and performance metrics.
• Design, document, and update operational best management practices in collaboration with subject matter experts; ensure efficiency, safety, and quality standards across operations
• Track legislative impacts on City Nature work
• Support the research and development of relevant grant applications to secure funding for City Nature work (trails systems/equitable access improvements, wildfire/climate resilience, regenerative agriculture, environmental education, etc.)
• Support work to address encroachments and navigate easement complexities of land in our care

Communications and Reporting

• Prepare and deliver clear, timely, visually dynamic, and accurate reports, articles, and data summaries for internal and external audiences
• Provide support in drafting City Council ordinances and associated communications
