Purpose of Job
Under the authority of the Head of Bilateral and SSF team in Donor Partnerships, the Analyst provides analytical services and supports the management of the Shareholder Special Fund (SSF). The Analyst is notably tasked with supporting operationalising the SSF, including analysing the use of SSF funds across the Bank’s regions of operation. The post holder will also support drafting SSF strategic papers, reporting and general fund management.
Accountabilities & Responsibilities
Reporting to the Principle, SSF Fund Manager, the Analyst will be expected to:
Fund management responsibilities:
• Support the SSF Fund Manager with the coordination and management of the SSF. Prepare background material, analysis and statistics, decision-making material, presentations and assist with Board material where required;
• Process and monitor requests for funding and approvals for delegated authority and for the Board;
• Review projects in the system, ensure processes have been followed and earmarks raised by Funds Operations Team. In conjunction with the Fund Manager revise budgets, monitor financial expenditures and support project/fund closures;
• Provide information and statistical analysis for meeting documents and presentations as applicable;
• Support submission of documents to the Board.
• Monitor projects funded/proposed for SSF and its sub-accounts to ensure accurate budgeting/reporting;
• Ensure high standards of communication are maintained between the Board and EBRD Banking, advisory and administrative teams;
• Perform any other relevant tasks as directed by their line manager.
Data analysis and dissemination:
• Liaison with data providers from other departments/units within the EBRD to ensure full coverage of donor and grant-related data and its accuracy;
• Have a lead role in the analysis of data and production of analytical information for SSF needs analysis, including the SSF annual report and the annual needs assessment;
• Participate as a team member in processes where the team is engaged that relies on analysis;
• Respond to information queries from within the Bank and the Board on SSF-related data and other matters.
Reporting:
• Initiate timely requests for SSF annual Reporting. Commission input from other teams to cover reports. Lead on all data aspects of the annual report and provide financial information for cover reports. Collate first drafts of annual reports. Ensure that annual reports are well-formatted and shared with the Board and teams in a timely manner.
• Contribute to the preparation of both ad hoc and annual DP products on grant use.
Donor Partnership support on market instruments:
• Provide support to DP managers in launching placements for donor funds on account into market instruments and sharing the SSF pilot experience.
Knowledge, Skills, Experience & Qualifications
Qualifications:
• Post-graduate (Masters) qualification in Economics, Statistics, International Development or other relevant degree
Experience:
• At least 2 years of relevant work experience with exposure to development and development finance a strong advantage.
• Knowledge of EBRD regions of operations is an advantage.
Communication:
• Excellent interpersonal and communications skills as the candidate will work across teams and at different levels of the Bank
• Fluency in English, both written and verbal.
Knowledge & Expertise:
• Excellent quantitative/numerical skills with the ability to interpret technical/financial information.
• Ability to write comprehensive text relating to donor funds for internal and external audiences
• Ability to work effectively in a multi-cultural environment and in teams
• Attention to detail and ability to work with tight deadlines in a fast-moving environment.
• Ability to prioritise appropriately and work with varying levels of guidance.
• Excellent Excel and data analysis skills, including for reporting.
• Excellent knowledge of PowerPoint and other presentation software.
• Awareness of SAP based financial processes is a strong advantage.
