The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs). In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric. The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighboring countries; and devastating destruction of infrastructure. Currently, more than 50% of the energy infrastructure is damaged, causing a massive disruption of the energy supply nationwide, with millions of people experiencing power outages and challenges in heating. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible. UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs. UNDP will provide technical assistance on expert support to ensure the highest quality level of procurement process, finance, engineering and anti-corruption monitoring of the Project implementation. In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Anti-Corruption Analyst who will provide technical support on anti-corruption activities and other activities related to the Project.
Duties and Responsibilities
The incumbent is expected to perform the following tasks:
I. Provide general Project support:
• Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between the EIB and UNDP;
• Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities.
II. Coordinate, monitor and report on progress in implementing Project related anti-corruption activities:
• Verifying individuals, officials and owners of corporate rights of legal entities for sanctions applied to them, such as a ban on public procurement of goods, works and services in accordance with the Law of Ukraine “On Sanctions”, as well as sanctions applied by the following organizations: the UN sanctions list, EU sanctions, OFAC sanctions of the US Department of the Treasury (SDN list), sanctions of the National Security and Defense Council of Ukraine and the relevant Sanctions of the UK;
• Monitoring of bankruptcy proceedings, criminal proceedings regarding “prohibited behavior” of individuals, officials and owners of corporate rights of legal entities, as well as assessment of their potential impact on the fulfillment of obligations by an individual/legal entity;
• Monitoring of the Unified State Register of Court Decisions in order to identify court decisions that may have a negative impact on the contractor’s performance of contractual obligations – involving large sums of money or corporate rights, seizure of accounts or property; the purpose of such monitoring is to identify data that contribute to an objective assessment of the contractor’s reliability and capacity;
• Monitoring of contractors regarding violations of the legislation on protection of economic competition, such as distortion of bidding results and imposition of fines based on information from the “Consolidated Information on Decisions of the AMCU Bodies”;
• Provide consultative support to the client and contractors in the development and implementation of relevant anti-corruption activities;
• Contribute to the monitoring and assessment of corruption, fraud, money laundering and other related risks at the client financed by the EIB;
• Contribute to the organize action around mitigating and proactively managing risks of cooperation with contractors;
• Design and deliver capacity development inputs, training, seminars, briefings and workshops to the client and contractors on anti-corruption issues as necessary;
• Identify and summarize the best practices and success stories of anti-corruption activities in sub-projects implementation, as well as existing issues, synthesize the lessons learned and develop recommendations on areas of improvement to present to the client and contractors;
• Promote conflict sensitivity, human rights, and gender equality approaches in the client financed by the EIB;
• Ensure mainstreaming of gender equality considerations in the field of expertise, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles;
• Implement best practices and innovations to enhance efficiency and effectiveness;
• Participate in relevant working group meetings and share information with partners;
• Undertake field site visits to monitor the implementation.
III. Establish partnerships and ensure efficient and effective delivery of the Project:
• Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the activities;
• Prepare supportive documents in line with Project objectives and tasks;
• Closely work with respective governmental organizations to ensure the component activities are implemented on timely and efficient manner;
• Ensure coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional levels for mutually reinforcing impact;
• Develop the professional platform for networking and partnership building with the national and local authorities, non-government, private sector and international development organizations or projects;
• Contribute to preparation and implementation of the Project communications strategy and plan;
• Ensure full compliance of project activities with UNDP rules, regulations and procedures, including those aimed at advancing gender equality;
• Prepare sections of the project reports, including progress and annual reports, as well as ad-hoc technical reports.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Anti-corruption Analyst will work under direct supervision of the Project Coordinator and overall guidance of the National Project Manager

Required Skills and Experience
Min. Academic Education:
  • Advance university degree (Master’s degree or equivalent) in Law, Finance, Economics, Public Management, Business Administration, Social Sciences or other related fields is required.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.

Min. years of relevant Work experience:

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of proven experience in analysis and research in the field of anti-corruption, law, or other related areas.

Required skills: 

  • Sufficient usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.
  • Familiarity with the relevant Ukrainian national laws and procedures.

Desired skills in addition to the competencies covered in the Competencies section: 

  • Demonstrated expertise in addressing anti-corruption issues, aligned with gender-responsive research methodologies shall be considered an asset.
  • Experience working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an advantage.
  • Experience in preparation of progress and annual project reports on anti-corruption issues is desirable.
  • Experience in monitoring open sources of information shall be considered an asset.
  • Experience in quality assurance and anti-corruption monitoring of project activities would be an advantage.

Required Language(s):

  • Fluency in English is required. Fluency in Ukrainian is required for local staff.
