WHAT WE DO

 

The ICRC is an independent, neutral organization providing humanitarian protection and assistance for victims of armed conflict and other situations of violence. It takes action in response to emergencies, works in protracted conflicts and other situations of violence, and at the same time, promotes respect for international humanitarian law (IHL) and its implementation in national law.

The ICRC Delegates are deployed all over the world to contribute to the organization’s mandate! Their duties focus either on protection-related activities or are more polyvalent in nature. The ICRC fosters an integrative approach, and the Delegates work in close collaboration with other ICRC departments (e.g. Health, Economic Security, Communication, etc…) to reach their objectives.

 

ROLES DESCRIPTION & MAIN RESPONSIBILITIES

 

Are you ready to make a tangible difference in conflict-affected regions as an ICRC delegate? Based at one of our duty stations, your role will be dynamic, responding swiftly to operational demands and evolving situations in alignment with

 

As an ICRC delegate, your main duties will include:

 

  • Situation Analysis: Contribute to comprehensive assessments of the general situation, including security, protection concerns, and the humanitarian needs of affected populations, aligning actions with the Delegation’s strategic objectives.
  • Network Development: Forge and nurture connections within your area of responsibility, engaging with diverse stakeholders such as affected communities, Armed groups, local authorities, NGOs, National Red Cross/Red Crescent societies, community leaders, etc.
  • Field Operations: Conduct field missions to assess the situation and evaluate protection concerns of victims of armed conflict and other forms of violence, ensuring timely and appropriate responses.
  • Protection Activities: Implement contextual protection priorities, such as facilitating detainee visits, reuniting family members separated by wars and other situations of violence, and documenting violations of international humanitarian law and human rights law.
  • Coordination and Collaboration: Collaborate with ICRC departments and the broader Red Cross/Red Crescent movement, actively contributing to the implementation of protection and assistance activities.
  • Promotion of IHL: Plan and conduct dissemination sessions on IHL, ICRC activities and mandate to target audiences, fostering awareness and understanding.
  • Security Management: Develop and maintain a dialogue with relevant actors, including security forces and arms carriers, to ensure security guarantees for ICRC field operations. Continuously monitor the security environment, promptly and regularly draft reports and share updates on security incidents with relevant stakeholders.
  • Reporting and Leadership: Produce timely and confidential internal and external reports, adhering to protocols and ensuring proper follow-up. Occasionally, take on leadership roles within teams as required.

 

DESIRED PROFILE

 

  • Protection Experience: Experience in Protection topics such as detention, judicial guarantees, missing persons and their families, protection of civilians, internal displacement, migration, community-based protection, Gender-based Violence, child protection, urban violence, etc.).
  • Assistance Experience: Experience in emergency response that includes assistance in areas such as economic security, Water and habitat, and health is valued.
  • Red Cross/Red Crescent Familiarity: Familiarity with the Red Cross/Red Crescent movement is a strong asset.
  • Exceptional Writing Skills: Proficient in crafting clear and concise reports.
  • Emotional Intelligence: Demonstrates strong emotional intelligence and adeptness in communicating with diverse groups such as civilian populations, families of missing persons, and detainees. Exhibits a strong commitment to collaboration within a multicultural environment.
  • Cross-cultural Awareness: Possesses cross-cultural awareness acquired through previous humanitarian or voluntary work, ideally with international exposure.
  • Adaptability: Demonstrates flexibility and the ability to adapt to changing circumstances while reacting appropriately.
  • Autonomous Work Ethic: Capable of working autonomously and proactively.
  • Effective Planning and Organization: Possesses strong planning and organizational skills with a priority-oriented mindset.
  • Resilience: Preparedness to operate in insecure and stressful environments with limited social outlets.
  • Understanding of Security: Demonstrates understanding of security risks and adheres to security rules and procedures.
  • Community Engagement: Proven ability to work closely with affected communities.
  • Humanitarian Motivation: Displays a strong motivation for humanitarian work and a commitment to the ICRC’s mandate and principles.
  • Leadership Experience: Experience in leading teams and programs is considered a strength.

 

REQUIRED SKILLS AND EXPERIENCES

 

  • Bachelor’s degree or equivalent.
  • At least two years of relevant working experience (including at least six months of international field exposure to hardship contexts. That includes exposure to active conflicts, other situations of violence, and living in remote areas with basic living conditions)
  • Experience working on protection issues or similar fields (humanitarian response, human rights, advocacy, development, social work, penitentiary…)
  • Language requirements:

– Fluency in English (minimum C1 level overall).
AND
– Good command of Arabic (Minimum B2 Upper intermediate Oral and understanding) 
AND
– Good command of French or Spanish (Minimum B2 overall)

 

OUR OPERATIONAL & FIELD CONSTAINTS

 

  • In line with the principle of neutrality, the ICRC does not assign mobile personnel to a country of which they are nationals. The position can be based anywhere.
  • Applicants with more than one nationality are encouraged to indicate this information as it is relevant for deployment reasons.
  • Candidates must hold a valid driving license for manual transmission vehicles and be able to drive such vehicles independently in unfamiliar terrain.
  • Applicants must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children, or dependents) for a minimum of two years and to go to any location proposed.
  • Candidates selected need to be in good health and will have to do a medical check-up prior to departure in the field.

Type of mobility: Global Deployment  
Length of assignment: 12 months minimum
