CONTEXT OF THE POST

Under the direct supervision of the UNESCO Kyiv Liaison officer/Head of Ukraine Desk and in consultation with relevant units at the Ukraine Desk and at the Cultural Sector in Headquarters, the incumbent provides dedicated architectural services to coordinate the implementation of repair, stabilization, consolidation, conservation and rehabilitation works at heritage buildings for the UNESCO Desk.

The assignment is framed within the Project ‘Preserving cultural heritage in Ukraine: Reinforcing monitoring, emergency response and preparedness at damaged cultural and natural heritage sites in Ukraine, including the World Heritage property ‘The Historic Centre of Odesa’’.

The main purpose of the project is to enable the people of Ukraine, including cultural heritage professionals and volunteers, to reinforce the protection of cultural heritage through systematic monitoring and assessment of damage, as well as effective emergency response, in the context of increasing damage to cultural heritage, while integrating the protection of cultural heritage into recovery plans. 24 February 2024 will mark two years since the start of the full-scale invasion of Ukraine by the Russian Federation, which in addition to the heavy human tool, has had a devastating impact on culture, including historic cities, cultural sites and built heritage, as well as on cultural institutions, collections, the creative sector and the practice and transmission of intangible cultural heritage, which are at the heart of community cohesion. The surviving sites remain under daily threat of bombing, destruction or further degradation. The need to escalate support is in particular triggered by the recent increase in scale, intensity and magnitude of attacks on cultural sites, including on sites inscribed on the UNESCO World Heritage List.

KEY FUNCTIONS

  • Develop documentation, technically verify works documentation (including drawings, blueprints, etc.), advice on technical projects’ aspects, to align to national regulations
  • Technical oversight of design and overall direct supervision of the work performed within the Project at the selected sites.
  • Monitor on-site fieldworks, conduct field-visit and supervise field works
  • Facilitation of knowledge-building and knowledge sharing
  • Technically support procurement process for works, conduct market surveys, ensure alignment with national and legal requirements for services.

DUTIES AND RESPONSIBILITIES

  • Liaise with the relevant technical departments at the Ministry of Culture and Information Policy of Ukraine, the concerned regional authorities and City Councils (including L’viv Regional Military Administration, L’viv City Council, Kharkiv Regional Military Administration), and other partners of the Project, as instructed by UNESCO Kyiv Desk.
  • Conduct consultations with various stakeholders in relevant sectors to ensure that works are aligned with national legal standards.
  • Develop ToRs, verify whether the documentation is clear, complete and compliant with national legal requirements. Based on the results of visual and instrumental inspection and defect acts produced in line with the Resolution of the Cabinet of Ministers of Ukraine dated 15 November 2022 Nr. 1342 On Approval of the Procedure for Conducting Certain Types of Work on Cultural Heritage Sites under Martial Law, check technical and estimate documentation related to required work.
  • Conduct market survey on available and prices of material required and qualified possible contractors.
  • Provide substantive support and guidance to develop and implement the Project’s Procurement Plan, contribute to the technical information required for works’ related procurement processes, assisting in defining the specifications and bill of quantity (RFQ, ITB, RFP, EOI, etc.) and conduct Risk assessments of cultural heritage projects and issues.
  • Regularly visit the fieldwork and document the developments and workplan alignments, documenting the stage of the works and providing recommendations for improvements and solving eventual bottlenecks issues.
  • Effectuate quality assurance and monitoring/direct supervision of the work performance in line with the proposed timeframe, ensuring specialized workers, required materials and safety of fieldwork during the full duration of the works;
  • Verify and certify the completion of the works and submit to the Ukrainian competent authorities the requested papers at completion of the works;
  • Document and warrant the accuracy of information, submit to UNESCO the produced documentation related to before, during and at completion of the works.
  • Advice on additional relevant activities that may be required for urgent work at the sites additionally selected under the project.
  • Assist the project manager responsible for the design of the project and follow-up of the works.

TECHNICAL COMPETENCIES AND SKILLS

1. Technical experise

  • Serves as an internal specialist in the area of expertise and shares knowledge with staff.
  • Solid functional competencies in planning, establishing and maintaining contracts incl. monitoring and performance evaluation.
  • Knowledge on procurement, contracts and legal obligations as they relate to project management.

REQUIRED QUALIFICATIONS

Academic qualifications

  • Education in the field of knowledge “Architecture and Construction”. Specialist’s or Master’s degree in Architecture, or Architecture and Urban Planning, or Restoration of Architectural and Urban Planning Monuments and Reconstruction of Architectural Objects. An educational specialization in Conservation/Restoration would be an asset.
  • Certificate of a certified architect – Qualification certificate of the performer of certain works (services) related to the creation of architectural objects – Architectural volumetric design (Category CC3 buildings under the category of “buildings of the main museums, state archives, repositories of national historical and cultural values”).

Experience

  • A minimum of four (4) years of progressively responsible professional experience in finance, administration, project management/operations, including supply chain management, procurement and/or contracting.
  • Experience in the implementation of projects for conservation and restoration of architectural monuments (preventive and emergency works, stabilization, consolidation, conservation works, repairs and restoration) and their implementation.

Languages

  • Excellent knowledge (written and spoken) of English and Ukrainian.
