** IMPORTANT INFORMATION **
Retainer positions are not full-time positions. They constitute a contract whereby the Retainer may be requested to provide a specific output/deliverable within a specified period of time, on short notice. When holding a retainer contract, individuals may receive ad-hoc requests from the UNOPS project teams or country offices, and the quantity of requests will vary depending on the current needs. UNOPS shall have no obligation to obtain any minimum quantity of services from the Individual Contractor during the duration of the retainer ICA. The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ development projects, by providing sustainable project management, procurement, and infrastructure services to a wide range of governments, donors, and United Nations organizations. As a self-financing entity within the UN system, UNOPS must ensure that the projects it delivers meet client expectations in terms of cost, quality and time, while at the same time ensuring that these projects collectively meet a broader array of success criteria.
As part of its UNOPS Republic of Serbia Multi-Country Office (RSMCO) operations, and in partnership with the Ministry of Education, Science and Innovation in Montenegro (the Ministry), UNOPS in Montenegro is initiating an “Enhancing School Infrastructure in Montenegro (ESIM)” Project, funded by the European Investment Bank (EIB), which is designed to enhance the capacity of national and local stakeholders, primarily the Ministry, to better plan, deliver and manage school infrastructure. This Project is part of a broader programme that will contribute to improved quality of pre-school, primary and secondary education in Montenegro and it is part of a broader vision focused on further comprehensive education reforms. The key beneficiaries of the Project are the Ministry of Education, Science and Innovation and schools in Montenegro.
The position is contingent upon donor approval of the Project, which is currently in the signing phase.
Functional Responsibilities
As an integral part of the multidisciplinary engineering team, the incumbent will work under the guidance of the Project Manager and perform following tasks:
- Undergo training in order to adopt and, subsequently, apply the methodology for conducting infrastructure assessment of individual education facilities, predominantly schools;
- Conduct field visits to educational facilities to assess infrastructure using a predefined methodology;
- Conduct data collection and data processing related to specific school infrastructure by using specific digital tools designed for the purpose of this assessment;
- Review infrastructure assessment data and provide recommendations for improvement as needed;
- Provide inputs to Individual School Assessment reports;
- Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Education/Experience/Language requirements
Education
- Bachelor’s Degree in Architecture is required;
- Master Degree in relevant discipline will be considered an advantage;
Work Experience
- Minimum two years of relevant working experience in conducting condition and functionality assessment of infrastructure facilities is required;
- Experience in using online tools for data entering and engineering softwares (CAD or similar) is required;
- Experience in formulating reports and providing recommendations for improvement of the infrastructure functionality, will be considered as an asset.
Language Requirements
- Fluency in Montenegrin (speaking, reading and writing) is required
- Knowledge of English is an asset
Driving license

Driving license and ability to travel independently is an advantage.

Terms and Conditions

- For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Information on a retainer contract:
- The UNOPS recruits various kinds of experts under the retainer Individual Contractor Agreement (ICA) to help us fulfill short-term tasks or projects.
- A retainer ICA is issued for a period of time during which the services of the individual contractor may be required intermittently.
- UNOPS shall have no obligation to obtain any minimum quantity of services from the Individual Contractor during the duration of the retainer ICA.
- A retainer ICA will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified when the ICA is awarded and issued.
- Payment will be made only after completion of work (if any) or reaching agreed milestones.
- A retainer ICA does not accord any exclusivity to the Individual Contractor with respect to the Services listed in the job description. UNOPS shall have no limitation on its right to obtain services of the same kind from any other source at any time.
- UNOPS Individual Contractors must comply with all applicable UNOPS policies and instructions. This includes the obligation to declare any outside activity that could result in an actual or perceived conflict with the interests of the UN; as well as to refrain from using information gained through the UNOPS Individual Contractor Agreement contract for the Individual Contractor’s own purposes or to help a third party (unless the information is already in the public domain), in particular, but not only in relation to the procurement of works, goods and services.
