AVSI Foundation, an NGO created in 1972, carries out cooperation projects for development, with a particular emphasis on education. AVSI Foundation has been operating in Jordan since 2006 and contributed in supporting the most vulnerable local communities, Palestinian, Iraqi and Syrian refugees through providing projects and activities that focus on social protection, health and psycho-social assistance, education, vocational training and job placement and income-generating activities.
About the project:
The project aims to facilitate economic and infrastructural recovery in Jordan, focusing on assisting vulnerable Jordanians and Syrians. In Sector 1, the initiative prioritizes vocational training and rapid employment opportunities, including Cash for Work activities for building renovation and technical training in conservation-restoration/landscaping. Digital Skills Training and innovative agricultural techniques training in Gweirah contribute to diverse employment opportunities. Sector 2 fosters the sustainable development of the private sector, supporting self-employment and entrepreneurial activities through selection, management training, and grants for MSMEs/HBBs and start-ups in Mafraq and Aqaba. Sector 3 emphasizes partnerships to enhance economic and environmental sustainability in agri-food and tourism supply chains, involving public-private collaborations, market access support for MSMEs/HBBs, and the creation of an application and website for Smart Desert services. This comprehensive approach aims to create a sustainable, inclusive economic landscape while meeting the diverse needs of the population and markets involved.
About the position:
The Site Engineer will be responsible for the assessment of site elements and their structural stability in Rihab site, as well as the supervision and support for the trainers and restorers that will be implementing the restoration works and landscape works activities, with direct technical input, site organization and supervision of materials and human resources. He/she will also be responsible of the preparation of BoQ for the materials for construction and the estimated cost.
Role and responsibilities:
- Site Assessment and Design:
- Evaluate site stability, including heritage houses ceilings, soil and slope erosion, and other elements.
- Propose and design solutions for stabilizing, replacing, or removing elements in the buildings or landscape.
- Supervision and Support:
- Support trainers of conservation and landscape in managing site workers (attendance, task distribution, safety measures).
- Provide technical quality supervision for construction works (cash workers and contractor works).
- Materials and Procurement Management:
- Prepare and manage materials and tools description and quantities (BoQ).
- Prepare procurement orders for materials and tools, following organizational procedures.
- Receive materials and tools on site, ensuring correctness, proper quantities, and storage.
- Project Coordination:
- Coordinate the implementation of project activities to achieve objectives and results.
- Update the work plan regularly with the Project Manager to ensure timely execution.
- Coordinate with project staff, partners, and stakeholders for timely implementation and quality.
- Monitoring, Evaluation, and Reporting:
- Coordinate with MEAL Department on the use of tools for monitoring and evaluating project activities.
- Write relevant reports (Activity Reports, Assessment Reports) and submit them to the superior promptly.
- Stakeholder Engagement and Representation:
- Maintain positive relationships with partners and local authorities in the targeted area.
- Represent AVSI in coordination with relevant authorities, donors, NGOs, and other stakeholders when delegated by the Project Manager.
- Additional Responsibilities:
- Perform other tasks as requested by the project manager, such as reporting, meetings, networking, and creating synergies between cash-for-work projects or developing new interventions.
Competencies:
- Degree in Civil Engineering or any other related field in construction supervision;
- Excellent oral and written communication skills in English and Arabic;
- Driving license;
- AutoCAD and/or GIS user.
- Strong organizational and team working skills;
- Leadership.
- Experience in projects’ coordination
Other competencies:
- Experience in working with vulnerable and refugee communities;
- Experience in supervision, monitoring and coordination of field staff;
- Excellent reporting and communication skills;
- Ability to work under pressure and without the constant supervision of a superior;
- Strong communication skills and abilities to mobilize stakeholders;
- Flexible team player;
- Proficiency in Office programs: Excel, Word and Power Point.
