About the Role
GOAL is currently seeking to hire experienced, qualified and business minded Area Coordinators (2) to join our team in Lira and Fortportal under the Young Africa Works Markets for Youth Programme. To be successful in this role, you will need:
Essential Criteria
- Master’s degree in social sciences, Management or related discipline with a project management component.
- At least 7years relevant humanitarian/development experience in managing field office-based programmes of which 5 must be at senior technical level.
- Proven experience in Budget and People management.
- Proven experience in operations management (finance, logistics, Procurement, Security)
- Strong interpersonal skills.
Desirable
- Experience in Market Systems Programming.
- Ability to work in large multi-cultural teams.
The key responsibilities of the role will be:
Management duties:
- Lead the implementation planning of programme activities in the area including reporting and documentation.
- Coordinate the preparation of plans, budgets, and schedules of the program team, and ensure adherence to the same.
- Guide the monitoring, evaluating and impact assessment of the program, in coordination with the M&E unit in Kampala.
- Ensure that beneficiary needs and priorities play an important role in the development and implementation of the program.
- Report emerging issues and updates on a timely and regular basis to the relevant line manager.
- Liaise with all government stakeholders in the region, including reporting to them on a quarterly basis.
- Organise and support all necessary donor visits.
- Provide monthly and quarterly project district reports.
- Ensure that Gender, Child protection, Disability and environment policies are mainstreamed into programme activities.
- Work as part of the region programme management team.
- Ensure compliance with GOAL policies.
Finance Management:
- Manage project and core cost finances, using information from the finance department to monitor project finances on a monthly basis and control expenditures so they are in line with the project budget and document.
- Ensure that GOAL and donor financial policies are adhered to in all transactions.
- Work with Programme Managers, Team leaders and Finance/Admin Staff to ensure that their rolling budgets and funds requests are accurate and timely.
- Ensure that accounts are compiled as required and sent to Kampala finance department.
- Carry out cash counts weekly and other physical spot checks as appropriate to ensure documentation reflects reality.
- Verify and approve funds disbursements.
- Regularly audit finance documentation quality.
Logistics & Procurement:
- Ensure that the necessary logistics and procurement guidelines are followed as per GOAL Uganda guidelines.
- Oversee the preparation of tenders, contract documents and administration of contracts with local contractors within GOAL Uganda procedures.
- Regularly check the procurement processes to ensure quick delivery of the right items.
- Oversee the stores and ensure that they are functioning well.
- Fleet management — ensure well managed and effective utilization of vehicle and motorbike fleet.
People Management:
- With technical support from the Head of HR and PD be the lead on people management.
- Be familiar with GOAL Uganda HR policies and ensure they are followed, supporting all programme staff to do so.
- Lead the team through regular performance reviews.
- Ensure that all new staff are adequately inducted.
- Ensure effective management of all programme staff, including appropriate and systematic empowerment and delegation, development, and training.
- Ensure that the Grow with GOAL approach to performance management is undertaken consistently within scheduled timelines.
- Resolve staff conflicts and liaise with the Head HR over disciplinary actions.
- Participate in workforce planning, job design and selection on existing positions.,
- Line manage the Team leaders, Finance/Admin Officer and Logistics Officer developing their capacity through identifying job and professional development needs.
Security Management:
- Assess security on a daily basis and provide advice to the Security Advisor and Country Director on the safety and security situation in the region to ensure a safe working environment for staff and to protect GOAL assets.
- Review the Security Operating Procedures in the region every month.
- Ensure that the security guidelines are adhered to.
- Provide a weekly security report to the PD and Regional Security Advisor.
- Actively coordinate with the regional District security officials and other NGOs including attending security coordination meetings.
- Act as the Security Focal persons in the regional districts.

General description of the country programme:
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.
GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Budaka, Kabarole, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
