Working context
WeWorld has been working in Mozambique since 2000 with development and emergency projects in the fields of education, food security, climate change resilience and DRR in the provinces of Maputo, Gaza, Inhambane, Zambezia, Manica, Cabo Delgado and Tete. WeWorld carries out emergency projects in the provinces of Manica and Cabo Delgado. It has been intervening in response to Idai and Kenneth cyclones (2019) to assist affected populations, in 2020 it also started intervention in response to COVID-19 and to strengthen the social cohesion and the peacebuilding in Cabo Delgado province. At present, our main donors in the country are Italy (AICS), the EU, the UN (UNICEF, WFP, UNDP) and the Swiss Cooperation.
Job description
The WeWorld Area Manager is responsible for supporting the country strategy, focusing on projects implemented in the Central North area of Mozambique in accordance with the organisation’s strategy, plans and policies in Mozambique. The Area Manager will ensure the technical and quality control of current project interventions in Mozambique and contribute to the development of new interventions. The Area Manager is responsible for the proper management of WeWorld’s offices in the North Central provinces of the country.
Main tasks and responsibilities
Coordination of the Kujenga Amani Pamojia project [Building the Peace Together] (KAP)
- Coordinate (Project Focal Point) the KAP project
- Execute the approved project plans within the limits set by the Programme Coordinator and the Country Representative
- Supervise, guide, coordinate and monitor project staff, ensuring clarity of project plans and priorities while encouraging effective teamwork
- Ensure high-quality implementation of the KAP project, including intermediate project reporting. Special attention should be given to:
- Ensure that activities are properly planned
- Share the technical and financial planning (monthly and quarterly) with the country representative.
- Ensure a work plan to be shared with the line manager in the event of absence
- Directly ensure the correct physical and digital archiving of the project’s technical documentation (sources of verification)
- Ensure the verification and correct physical and digital archiving of the project’s administrative and procurement documentation (accounting and administrative documents)
Area coordination
- Coordinate the workflow, provide quality control and support the Project Focal Points and Coordinators, in coordination with the Programme Coordinator and the Country Representative:
- Support the Project Focal Points and Coordinators in the monthly programming of activities
- Support the Project Focal Points and Coordinators in organising the weekly coordination meetings, analysing the needs and requirements of the Areas in terms of coordination
- Organise weekly planning meetings and facilitate interdepartmental coordination (programme, logistics administration)
- Support the Project Focal Points and Coordinators in the correct physical and digital archiving of the project’s technical documentation (sources of verification)
- Support Project Focal Points in the elaboration of co-financing plans
- Direct supervision of the Project Focal Points and Coordinators currently working in the Cabo Delgado, Tete and Manica missions (Ready, ODA, KAP, Bem-estar, DelPaz, flanders, others, depending on whether new funding is obtained):
- Verify the correct execution of activities and compliance with the monthly programme, directly ensure the correct physical and digital archiving of the project’s technical documentation (sources of verification)
- Support the country administrator in supervising the verification and correct physical and digital archiving of the project’s administrative and procurement documentation (accounting and administrative documents), etc.
- Ensure the preparation, supervision, coordination and submission of the reports to the donors, in collaboration with each Project Coordinator and administrators
- Represent WeWorld at sectorial and coordination meetings when required
- Actively participate in clusters (or supervise the active participation of other colleagues) and in INGO and Security group forums
- Provide support in the management and operation of the Cabo Delgado, Tete and Manica bases, respecting the organisation’s regulations and policies
Project management, reporting and quality control
- Supervision and management of the work plans for the projects and bases in Cabo Delgado, Tete and Manica, along with the support of the Project Coordinators and relevant team members to ensure the correct implementation of the activities
- Manage overall project budgets in accordance with the donors’ and WeWorld guidelines, supporting the project coordinators in budget structuring when necessary
- Provide support and supervision to PFPs and project coordinators through regular field visits and meetings with officials and project team members
- Ensure that all reports and sources of verification are properly compiled and sent to donors on time
Human resources
- Supervision and capacitation of project coordinators and other relevant project staff
- Ensure that project staff comply with WeWorld’s rules and regulations and abide by WeWorld’s values and code of ethics
- Management of the flow of information between project coordinators through the organisation of regular meetings
- Lead and motivate the project team by building a collaborative working environment
- Ensuring a proactive attitude and contribution to the identification of the employees’ training
- Organise evaluations of the technical and administrative staff for the projects in the Areas on an annual basis (January – February)
- Select and participate in the recruitment process for national staff for the projects in the Areas
Monitoring and supervision
- Contribute to the implementation of the MEAL strategy and tools for projects in the Areas
- Support project coordinators in planning and monitoring the execution of activities and the achievement of the expected results
- Implement and supervise the project coordinators’ MEAL plans
Security
- Contribute to the implementation of the security plan in the provinces under your jurisdiction
- Supervise that the team complies with the organisation’s safety manual and SOPs
- Update and advise the country representative on security measures to be taken in the Areas
- Organise training sessions for local and international staff
Any other tasks requested by the country, for the effective and quality implementation of WeWorld’s strategy and projects in Mozambique, in accordance with the needs of the mission.
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- Advanced university degree or equivalent in social or political sciences, development studies, international relations, project management, human rights
- Strong management skills and good knowledge of the policies and procedures of major international donors (EU, AICS, UN, etc.)
- Good knowledge of MSOffice
- Fluency in written and spoken Portuguese or Spanish
Professional experience
- At least 4 (four) years of professional experience in international cooperation for development
- Proved experience in managing development projects funded by institutional donors in the field of infrastructure rehabilitation/construction
- Experience in economic empowerment programming
- Experience in gender mainstreaming
- Proved experience in successful project proposals writing
Skills and Abilities
- Ability to assess needs, develop and write new project proposals
- Ability to analyse information, evaluate options, think and plan strategically
- High degree of flexibility and ability to adapt behaviour to the needs of the situation
- Ability to work independently and prevent/resolve problems

DESIRABLE REQUIREMENTS
- Previous professional experience in Mozambique
- Knowledge of the Italian language
- Fluency in written and spoken English
WHAT WE OFFER
Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first three months of contract
Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; housing, schooling, flights for children and insurance coverage for children)
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
