What we are looking for:

An experienced professional who has served in senior management roles in humanitarian/recovery contexts supporting both programming and support functions. Experience implementing emergency/rapid response programming and access negotiation as well as knowledge of donor requirements and compliance rules.

You will provide overall leadership, management, and strategic direction to the designated geographical area for the Palestine Office.

What you will do: 

In this position, you will:

  • Ensure efficient and smooth move to full Area Office operational structure in the West Bank.
  • Set-up administrative and other processes in the area office to ensure efficient and cost-effective operations.
  • Engage proactively in humanitarian coordination mechanisms and maintain constructive relationships with key NGOs, donors, UN and government partners, including AIDA and the ICCG, and the West Bank Protection Consortium.
  • Ensure the establishment of good relationships with national and local authorities.
  • Travel regularly to field sites to oversee operations and monitor programming.
  • Follow on context in the area and ensure deployment of relevant teams to perform rapid needs assessments and field response coordination when needed.
  • Make sure to implement CO SOPs and where needed establish specific area SOPs.
  • Oversee and be responsible for incorporating Safe and Inclusive Programming (SIP) Minimum Standards into West Bank implementation as per NRC guidelines, policies and Palestine-specific explanatory notes.

What you will bring:

  • Minimum bachelor’s degree in a relevant domain. A Master’s degree is preferable.
  • Minimum 5 years experience working in a senior management role in humanitarian/recovery contexts.
  • Significant previous experience working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Sound knowledge of the Palestinian context.
  • Knowledge of donor requirements and compliance rules.
  • Strong proposal writing skills.
  • Strong budgeting and budget management skills
  • Arabic language skills are desirable.

What we offer:

  • Duty station: West Bank, Palestine
  • Contract: 12-month contract (possible extension, dependent on performance & funding)
  • Travel: up to 30%
  • Salary/benefits: Highly competitive salary on grade 10 on NRC’s scale with accompanying terms and conditions
