The Palestine mission is part of the MASHRIQ regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).
The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 27,000 Palestinians have been killed, more than 60,000 have been injured, and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.
HI current response spans these sectors: humanitarian logistics, physical rehabilitation, mental health and psychosocial support, education in emergencies, emergency preparedness armed violence reduction / humanitarian mine action, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.
Main challenges: very high security risks, very complex humanitarian access challenges, and major logistics constraints in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.
YOUR MISSION:
Interacting with the Gaza Area Manager, the Base and Project Managers, HASM, support services, and the expat team members, as well as the UN and INGO’s in Gaza, the Area Manager Support will:
1) Support and advise the national Area Manager Gaza in the fulfilment of his duties and the expansion of HI’s emergency response in Gaza.
2) Under delegation of the Area Manager, cover certain tasks and responsibilities of the Area Manager for a limited period of time. These include :
- Contribute to the development of the programme operational strategy, and to its implementation and annual monitoring
- Implement the project part of the Program’s Operational Strategy
- Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes
- Ensure the sound management and monitoring of projects under his/her responsibility
- Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
- Develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in his/her area of responsibility.
- Coordinate the teams in his/her area
- Support the Director/Country Manager in monitoring security in their area and ensure adequate resources according to the context
3) Act as team leader of the Gaza expat team, supporting the organization of their visits and managing their security when inside Gaza.
CHARACTERISTICS OF THE POSITION:
Gaza Strip: In normal times, the security is unpredictable, with long calm periods followed by short bouts of armed confrontation. Security rules are tight with controlled movement. Systems for hibernation and evacuation are in place. In the current crisis the whole population is at constant risk due to frequent airstrikes. HI’s team has relocated to Rafah governorate. HI has setup a solid system with for security management, although the risks will remain high as long as the war continues.
Some periods of remote work from Cairo, Egypt will take place.
Expériences / Formation
- You have at least 8 years of overall professional experience in humanitarian emergency responses, with at least 3 as Area Manager and/or Operations Manager, and at least 3 in conflict-affected countries, with security management responsibilities.
- You have strong Training/coaching skills and project management skills.
- You are proactive and productive, able to manage stress, to support and to advise.
- You speak and write in fluent english, and arabic is a strong asset.
