The Role:

 

Oxfam Syria is looking for Area Program Manager

This role manages the technical team responsible for Oxfam’s large-scale humanitarian program in its Northern Hub (Aleppo, Idleb, Hama and Lattakia Governorates). The post holder ensures that the different sector programs are of high quality, complementary and joined-up. Working with the MEAL team, the post holder ensures that program quality and delivery is monitored, documented and beneficiary feedback is considered.
The post holder will support the development of partnerships with local organizations, new proposals, oversee donor reports and evaluations. The post holder will support the Area Manager in local representation, strategy development and cover the Area Manager role in his/her absence.

In addition, an ideal candidate will also have:
•Graduate Degree from a recognized University/college in international development, economics, management or any other related area and/or demonstrable experience
•Experience managing multi-sector humanitarian projects, preferably in Oxfam’s areas of expertise
•Relevant experience of 5+ years, including budgeting, planning, program cycle management, preferably in an international NGO out of which at least 3 years should be supervisory/managerial experience
•Proven program and project management skills including planning, monitoring, evaluation, budgeting, proposal development and report preparation, particularly in complex emergency environment
•Experience of using accountability practices and standards through the project life cycle.
•Strong skills and experience in capacity-building of staff and partners, including coaching
•Commitment to humanitarian principles, humanitarian standards and accountability initiatives, including Sphere, People in Aid, NGO/Red Cross Code of Conduct, etc
•Knowledge of gender, wash and the livelihoods approaches in emergency and recovery.
•Experience in staff management at different levels.
•Excellent communicator with strong written and reporting skills, diplomacy and tact
•Adaptable in approach to work with a willingness to work under pressure in a demanding environment
•Initiative and motivation to work independently and develop solutions to problems. Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems

Desirable
•Vision setting: the Deputy Area Manager – Programme is a key contributor to the overall strategic vision for Oxfam’s programme in the Northern Hub. She/he will work with others inside and outside Oxfam to create a shared vision and strategy to develop the programme across all sectors of our work
•Influencing: Through the interaction in Sector Coordination, with donors, and external partners in government and civil society, the Deputy Area Manager – Programme has clear responsibility to deliver some of Oxfam Syria’s influencing strategy and policy work.
