What we are looking for

Experience managing support functions or operations and expertise in Logistics and procurement, HR and finance within a humanitarian context.

Specific experience supporting implementation of projects/programmes in the humanitarian sector is required as well as ability to think strategically and formulate policy frameworks supporting project implementation.

The successful candidate will be experienced in team leadership/management with experience in capacity building and development.

Good communication and ability to build trust and confidently navigate both internally and externally at different levels.

What you will do

The Area Support Manager is a critical senior Leader in the NRC Jordan Camps Area Office. Based in Azraq and Zaatari camps, the role has full responsibility for all support functions (HR, Logistic and Finance) in the Camps Area Office.

Responsible for supporting a portfolio of roughly USD 10m, the Area Support Manager is a member of the Area Management Group and is responsible for supporting the Area Manager in delivering the area level strategy and action plans. Working closely with the Head of Support in Amman, the Area Support Manager ensures that all support functions operate to maximum efficiency and effectiveness and takes a lead on implementing all area level strategic initiatives.

The role holder will:

  • Coordinate and align operational support with program plans at Area level, ensuring procurement plans, HR plans and spending plans for each project are in place.
  • Provide input on operational support to the Area Plan of Action, and to coordinate and align operational support with program plans at Area level and ensure quality support to project implementation.
  • Support resource allocation at the area level in line with Master Budget and available donor budgets, facilitate Area Support Budget, area level budgets, including support cost.
  • Drive the optimization of operational costs initiative at area level and lead on annual structure review for area level support departments.
  • Develop regular reports on Area level to Country Office and Area Manager.
  • Contribute to strengthen the CO and Area level implementation through the creation of relevant SOP and procedures.
  • Implement new country specific technical SOPs, guidelines and tools in the Area (HR, Logistics and Finance).
  • Ensure compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements.
  • Oversee implementation of identified risk mitigation measures, including compliance spot checks in line with anti–corruption risk mapping.
  • Line manage and capacity build support staff in HR & Admin and Logistics.
  • Ensure strong coordination with Country Office (CO) based support departments and act as the focal point for coordination of support departments between the Country Office and Area Office.

What you will bring

  • Minimum 5 years of experience in a management position as Support/Operation Manager in a humanitarian/ recovery context.
  • A Bachelors degree in a relevant field.
  • Fluency in English, both written and verbal.

Specific experience, knowledge and expertise in:

  • Managing support functions or operations.
  • Logistic and procurement, HR and finance in a humanitarian context.
  • Leading teams and capacity strengthening.
  • Communication and ability to build trust and confidently navigate both internally and externally at different levels.
  • Implementation of humanitarian projects/programs.
  • Strategic thinking and development policy frameworks and guidelines to support programme implementation.
  • Risk, compliance and accountability mechanism.

Understanding of and commitment to:

  • organisational learning, quality management and development.
  • working collaboratively with technical and operational colleagues within a matrix structure.
  • Ability to work under pressure, independently and with limited supervision.

What we offer

  • Duty station: Azraq & Zaatari Camps.
  • Contract: Until 31 Dec 2024 based on funding and performance.
  • Travel: Approximately 20%.
  • Salary/benefits: Grade 8 on NRC Jordan national salary scales, with accompanying terms and conditions.
