FUNCTION: ARMED AND SECURITY FORCES (FAS)/POLICE AND SECURITY FORCES PROGRAM ADVISER

Place of employment: MANILA DELEGATION

The Armed and Security Forces (FAS)/Police and Security Forces Program Adviser assists the FAS/Police and Security forces Delegate in implementing the unit’s program, including the planning, carrying out, assessing, and following up activities. S/he maintains contact with authorities, mainly law enforcement or security bodies at various levels, and participates in meetings with different contacts, in a leading or supporting role.

MAIN RESPONSIBILITIES

  • Assists the Police and Security Forces Delegate in implementing the unit’s program, including planning, executing, assessing, and following up on activities related to law enforcement agencies.
  • Maintain regular contact with law enforcement authorities and security bodies at various levels, ensuring effective communication and cooperation in support of the Police and Security Forces program.
  • Participates in meetings with key law enforcement and security contacts, either in a leading or supporting role, representing the ICRC and promoting its mandate.
  • Monitors and analyzes the political and security situation, regularly updating the mapping of arms-carrier structures and key players to support the unit’s program.
  • Supports the Police and Security Forces Delegate in drafting and integrating the unit’s strategy into the annual planning exercise, aligning with the FAS unit’s overall strategy and operational priorities.
  • Represents the ICRC to law enforcement and military audiences, delivering presentations on ICRC activities, principles, and International Humanitarian Law positions to senior law enforcement officials and military commanders.
  • Develops and maintains the stock of ICRC publications necessary for Police and Security Forces activities, ensuring the availability of materials for workshops and engagements.
  • Provides advice on security matters, including ongoing law enforcement operations, contributing to the FAS unit’s understanding of the broader security environment.
  • Assists the Police and Security Forces Delegate to oversee administrative, logistical, and budgetary aspects of the unit’s program, ensuring smooth and efficient implementation in line with ICRC standards and policies.
  • Prepares reports, minutes, and formal correspondence regularly, managing documentation related to the unit’s program and its activities.
  • Acts as the Police and Security Forces Delegate’s representative in their absence, ensuring continuity in the management of activities and interactions with law enforcement interlocutors.
  • Assists in drawing up and updating lecture materials (both electronic and hardcopies) whenever relevant for Police and Security Forces activities.
  • Translates written materials, visual aids, etc., and provides oral interpretation during meetings and presentations, as required.

REQUIRED PROFILE

  • Graduate of Law enforcement / Military Academy; Knowledge of legal studies is an asset.
  • Experience in a law enforcement role, preferably maritime law enforcement, providing knowledge of practices, structures, and operational dynamics necessary for effective collaboration with security agencies is required.
  • At least 3-5 years in a mid-level commanding role
  • Proficient and knowledgeable on the Philippine Context, especially the armed conflict situation
  • Proficient with the International Humanitarian Law, International Human Rights Law and the humanitarian principles
  • Basic knowledge in the conduct of dialogue with the authorities, especially the arms carriers
  • Proficient in planning and organizing events that involve both the internal and external stakeholders
  • Proficiency in using computers and relevant software for tasks like report writing, data management, and presentations, ensuring efficiency in day-to-day operations.
  • Fluency in written and spoken English, Tagalog, and other local dialect is an asset.
