General mission
Under the responsibility of the Operations Manager and in close coordination with the chief of ops and the project manager, the AVR Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and operational strategy in Iraq.
Utilizing global and national best practices and innovations in Conflict Transformation and Explosive Ordnance Risk Education (EORE), they aim to inspire impactful programming that targets those at the highest risk, including persons with disabilities She/he contributes to the implementation of projects by providing technical expertise and ensures that the quality of projects complies with Iraq’s AVR strategy, relevant international and national standards, and organizational SOPs.
In Iraq main intervention consist in:
- Land release
- Explosive Ordnance Risk Education (EORE)
- Conflict transformation integrated into EORE activities.
- Victim assistance, through direct provision of services, case management as well as support of national authorities
The AVR technical officer will take part to the implementation of a dedicated project with conflict transformation component integrated into the EORE approach. The technical officer will also support the programme team in developing projects that includes conflict transformation component. Additionally, they will assist in developing new tools and methodologies related to conflict transformation and conflict sensitivity. The technical officer will be expected to ensure synergy between these domains and other areas of the Armed Violence Reduction – with a particular focus on Explosive Ordnance Risk Education (EORE) supporting the development of innovative EORE tools
Missions and Responsibilities
Mission 1: Providing guidance and technical support to AVR activities, pilot project activities and development of new projects as per instruction of operations manager, in accordance with International Mine Action Standards (IMAS), HI technical Framework within the Iraqi Mine Action and armed violence reduction context.
- In coordination with Operations Manager and AVR regional specialist, take part to the update of the HI processes regarding conflict transformation, conflict sensitivity and EORE.
- Ensure the mainstreaming of conflict sensitivity in AVR activities and projects.
- Provide relevant technical guidance to the AVR project teams in conflict transformation and at some extent in EORE.
- Make sure that the Conflict Transformation and EORE activities are compliant with HI internal quality and international standards in Mine Action through quality assurance.
- Develop and adapt conflict transformation and risk education methodologies, documentation, material as required, in accordance with the context of Iraq and targeted populations needs.
- Participate in the development/ adjustment of new activities/projects.
- When required, offer technical support to the Operations Manager and Projects team / partners (when applicable) to streamline the coordination of AVR activities and projects in conflict transformation and EORE.
- Provide appropriate training and coaching sessions to the project teams (in conflict transformation, conflict sensitivity, EORE).
Mission 2: Providing project-based technical learning
- Ensure global and regional AVR technical specialists are well informed of the Iraq program progress and needs and facilitate the communication between the mission and the AVR technical division.
- Take an active part in the global HI Conflict Transformation and EORE community of practice.
- Collect the elements necessary for capitalization exercises or scientific documentation.
- Contribute to conflict transformation and EORE technical learning under the guidance of the AVR regional specialist or Operations manager, based on best practices.
- Responsible for the Conflict transformation and EORE technical learning of projects based on lessons learned and good practices.
- Provide recommendations regarding the adjustment of activities as appropriate.
- Ensure the technical quality and relevance of AVR project activities is in place =by conducting activities similar to : self-evaluation of the mission’s projects and participating in MEAL activities and learning workshops under the supervision of the Operations Manager.
- Taking ownership of norms and standards anticipates and prepares for nexus adjustments.
- Contribute to the terms of reference for MEAL activities and Projects evaluations.
Mission 3: Contributing to the animation of the AVR sector
- Contribute to the recruitment of personnel involved in AVR projects.
- Lead, in coordination with the operations manager and regional AVR specialist, the technical training of the personnel in conflict sensitivity, conflict transformation and EORE.
- Contribute to the skills upgrading plan for AVR professionals.
- Assists in coordinating technical professional development of AVR project teams.
- Conducts technical trainings for AVR project staff in conflict transformation, conflict sensitivity, EORE, other relevant AVR topics as appropriate.
- Contribute to the design and collection of operational data to ensure adequate monitoring of activities or ad hoc data collection activities, and ensure appropriate measurement of project completion in EORE.
- Ensure that data processing is established and carried out in accordance with the rules and principles set by the MEAL and IM department and by the technical councils of AVR sector.
- Participate in the assessment of possible HI local partners in the field of AVR
Mission 4: Contribute to ensure the technical influence of HI on its perimeter
a. In close collaboration with Chief of Operations and Senior Liaison Manager, participate in the representation of the AVR HI technical expertise, following delegation of the Operations Manager, while liaising with the Directorate of Mine Action (DMA), Iraqi Kurdistan Mine Action Authority (IKMAA) and other authorities and coordination bodies as required.
b. Where appropriate, coordinate and collaborate with the project’s technical partners as delegated by operations manager.
c. Suggest, promote, and contribute to advocacy messages within HI’s scope of work.
d. Write new project content for the continuity or expansion of the project within the AVR technical scope.
e. Contribute to the writing of new proposals for new opportunities within the AVR technical scope.
f. Develop periodic AVR Iraq mission program updates reports/fact sheet or summary to be shared with authorities and HMA actors as needed.
TIME SCHEDULE
The working hours are the following:
Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.
It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

Qualifications & Preferred Skills
Qualification(s):
|
– Preferable Master or bachelor degree in conflict/security issues, international development, international relations, behaviour change or other relevant subject |
Experience:
|
– 5+ years professional experience, including at least 2 years in coordinating/facilitating community engagement / social cohesion activities – Strong Experience liaising with local authorities and Mine Action actors in Iraq – Good knowledge in EORE, including practical experience reviewing EORE processes |
Personal qualities:
