Aruba Country Manager

Summary of the Position:

The Country Manager (CM) ensures high quality and cost-effective program/project implementation within the designated geographical area. The CM will be line management for senior project staff and support functions in HIAS Aruba. In coordination with the Country Director – Caribbean will provide strategic vision, context analysis, to ensure that HIAS’ operations in Aruba align with the Refugee Rights Framework.

Essential Functions:

Program Management:

  • Contribute to the development and implementation of detailed strategic goals and visions for HIAS Aruba, ensuring alignment with HIAS’ Global Strategy.
  • In coordination with the Country Director – Caribbean, manage the design and successful implementation of all programs offered by HIAS Aruba.
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in HIAS Aruba.
  • Collaborate closely with the Country Director – Caribbean to develop country program objectives.

Outreach, Representation, and Fundraising:

  • Support Country Director – Caribbean in the liaison with key partners and stakeholders in Aruba, particularly governments, embassies, UN agencies, PRM, other donors and other NGO partners.
  • Represent HIAS and networking in Aruba.
  • Contribute to the active and strategic role of HIAS Aruba in humanitarian coordination mechanisms.

Human Resources Management:

  • Ensure that capacity building is provided to all staff in HIAS Aruba.
  • Ensure a positive work environment and compliance with HIAS’ Core Values and Code of Conduct in HIAS Aruba.
  • Collaborate with the Country Director – Caribbean on personnel-related issues and ensure compliance with local labor laws and regulations.

Financial Management:

  • Support the implementation of necessary financial and administrative systems to ensure compliance with legal requirements and HIAS’ global financial standards.
  • In coordination with the Country Director – Caribbean, ensure timely financial reporting, audit, in-country financial legal compliance, and cash flow management.
  • Provide effective oversight of all aspects of HIAS Aruba financial operations, consistent with laws, donor requirements, and HIAS policies and procedures.

Accountability:

  • Ensure accountability through effective monitoring and impact assessment; comply with HIAS and donor policies, procedures, and requirements, at HIAS Aruba.
  • Ensure that the voices of participants are consistently captured in the development, implementation and evaluation of country programs and projects.

Safety and Security and Emergencies:

  • Ensure overall security and safety of staff in HIAS Aruba.
  • Support the Country Director – Caribbean ensuring that updated safety and security policies and procedures are in place and implemented in HIAS Aruba.

Qualifications & Requirements:

  • A minimum of five (5) years of experience in the NGO sector, specifically in humanitarian response settings; working as a senior project manager.
  • Experience in the implementation of the integrated approach to humanitarian programs in close collaboration with other agencies, donors and NGOs.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and budget and accounting software.
  • Experience developing and implementing project objectives, indicators, and budgets; experience in humanitarian and development interventions and work with vulnerable populations.
  • Excellent strategic thinking and problem-solving skills; a flexible, creative, and collaborative working style.
  • Knowledge of the context in Aruba.
  • Commitment to HIAS’ mission and values and refugee protection.
  • Fluency in English and Spanish. Knowledge of Dutch is a plus.
