Background:
Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.
Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 26 million.
ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.
Funded by the German Foreign Ministry (AA), the objective of the project “Strengthening local climate-sensitive and universal WASH capacities using and disseminating the Green Humanitarian Aid approach” (ASB project number ZZZ2304-IRK) is that Vulnerable communities have inclusive WASH capacities that take into account the impacts of climate and environmental risks, and are able to prepare for, anticipate and provide proactive humanitarian assistance in response to extreme weather events..
The incumbent will assist ASB to achieve the project objectives.
DESCRIPTION/role purpose:
Under the supervision of the Program Manager, the ASB Engineer-Wash Officer will be responsible for overseeing the implementation of relevant WASH activities according to proposal and technical guidelines for the project ZZZ2304-IRK. S/He will be responsible for daily planning, assessment, execution, coordination, supervision, monitoring, reporting, ensuring consistency of data collection and analysis, and quality assurance of project activities in the proposed operational areas in Salahaddine governorate, ensuring high quality results and compliance to applicable laws, standards, practices, policies and procedures.
S/He will be responsible to ensuring quality of the project, Strengthening local climate-sensitive and universal WASH capacities using and disseminating the green humanitarian assistance approach. The position requires fieldwork and movement between areas of intervention.
- Work towards the achievement of overall goals through effective supervision of WASH related activities and lateral relations and teamwork.
- Planning, monitoring and supervision of field related WASH activities, to ensure the quality of implementation.
- Ensure appropriate community involvement and delivery of essential WASH services and facilities.
- Ensure proper coordination with stakeholders, local authorities, experts, community leaders and other NGOs.
S/He provides technical, operational and administrative assistance during the project implementation. S/He prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation of the WASH related project activities. The work will focus on WASH interventions related to health care facilities and schools and follow up of rehabilitation/ construction of WASH facilities in the designated locations.
Reporting Relationships:
The ASB Engineer-Wash Officer reports to the ASB Program Manager (PM).
KEY AREAS OF ACCOUNTABILITY:
Services Delivery:
- Follow up day to day implementation of WASH activities.
- Work closely with the Program Manager and Project Coordinator in delivery of WASH hardware including construction/rehabilitation of WASH facilities.
- Support the preparation and implementation plans including, but not limited to integrated WASH project design of assessments, data collection and data analysis.
- In close collaboration with the Program Manager, prepare a detailed implementation and procurement plan and budget spending plan.
- Evaluate the status of the projects and propose subsequent steps to achieve the projects objectives.
- In close collaboration with the Program Manager, develop tools to track and monitor the project progress and quality.
- Participate in creating and constantly reviewing work plans and progress against targets, estimating works completion dates and identifying project critical pathways.
- Ensure project conformity to Climate Charter and the Green Humanitarian Aid (GHuHi) approach and standards.
- Participate in the development and implementation of training and other capacity-strengthening activities in the WASH sector.
- Carry out WASH technical assessment in coordination with relevant stakeholders, ensuring assessment findings are documented.
- Prepare the bills of quantities, technical feasibility for water and sanitation related infrastructure.
- Support in developing materials for awareness raising activities.
- To ensure the quality control of WASH related materials, organize site visits, track and monitor the work progress, and liaise with administration and logistics to ensure timely payments of contractor.
- Undertake any other duties as may be assigned by the WASH Program Manager.
Management:
- Provide technical support in developing implementation strategies in ensuring efficiency of service delivery.
- Undertake management responsibilities assigned to him/her from time to time by his/her supervisor.
- Participate in identification of training needs and provide training of staff and other selected people as may be required.
- Together with other project personnel responsible for encouraging community participation in WASH activities to ensure the long-term ownership and effectiveness of the program.
- Prepare the related activities budgets forecast / expenditure and share with PM and closely monitor the project expenditures at the field level.
- On time submission of procurement request to PM and participate in tender process if needed.
- Manage project equipment and materials. Maintain and ensure proper project asset register.
Monitoring and Evaluation:
- Participate in the development of M&E frameworks, work plans and tools where relevant.
- Ensure correct record keeping and data management for all WASH activities of the project.
- Responsible and accountable for generating monthly reports, ensuring that data are collected and analyzed, reports are prepared and submitted on a timely basis to the Program Manager.
- Daily monitoring and recording of field activities related to WASH in accordance with standards.
- Verify that WASH infrastructure construction and rehabilitation works done by contractor.
- Assist in base line and end line surveys and make sure that project lessons learnt are documented for future notes.
External coordination:
- Participate in field level WASH coordination meetings and representing ASB in a professional manner.
- Close coordination with relevant stakeholders such as water authorities, municipalities, schools, universities, community-based organizations to ensure the effective supervision of activities during implementation, ensure the proper handover of completed activities to relevant officials.
- Coordinate ASB activities with other partners working in the area to avoid duplication and best use of resources.

EXPERIENCE AND SKILLS
- Bachelor’s degree in public health studies or WASH related engineering with deep knowledge in WASH projects implementation.
- Minimum 2 years with INGOs/NGOs with experience in design and implementation of WASH projects.
- Experience in, needs assessments, hygiene promotion, working with local communities, children, and vulnerable people, experience in protection mainstreaming, community mobilization and participation.
- Strong community mobilization skills and experience of working in a rural setting.
- Excellent communication skills, with good spoken and written English and experience in report writing.
- Ability to communicate in English and Arabic through verbal and written communication.
- Excellent inter – personal, communications and representative skills (written, oral, cross – cultural), flexible, patient and able to relate well to all communities.
- Ability to deal with relations with local authorities as a representative of ASB.
- Proficient computer skills in Microsoft Office and other digital systems.
