Arbeiter-Samariter-Bund (ASB) – the Workers’ Samaritan Federation – is a German aid and welfare organisation, engaged in areas such as civil protection, rescue services and social welfare services. As a non-political and non-denominational organisation, ASB has, since its foundation in 1888, represented continuity and reliability.
Since August 2014, ASB established its own office in Dohuk and recently implemented projects in the sectors health, WASH, protection and livelihood for IDPs, refugees and host communities, valued at € 28 million.
ASB expanded its presence to all governorate of Iraq, in 2017, opening one office in Baghdad and offices in Anbar and Salah ad-Din governorate, increasing the portfolio of its programs to effectively satisfy the immediate needs of thousands of beneficiaries while responding to the developmental plan of the country.
Funded by the German Development Cooperation (BMZ), the objective of the project “Health response strengthening through improvement of the health care system in underserved regions of Kirkuk Governorate, Iraq” (ASB project number IRK2105) is to improve access to health services by strengthening the public health infrastructure of the DoH in Kirkuk, Management and human resources competencies in health services are strengthened through training and education measures, Awareness-raising, training and structural support builds the capacities of all stakeholders involved in the field of prevention, focusing on female’s health, SRH, MCNH, epidemics, emergency/ contingency plans and Mobilization and empowerment of women community-based resources to actively contribute to fostering health information and awareness, especially on health behavior, SRH and prevention.
The incumbent will assist ASB to achieve the project objectives.

Position Objectives:
The ASB Health and Protection Officer Kirkuk contributes to the achievement of the project objectives for the project “Health response strengthening through improvement of the health care system in underserved regions of Kirkuk Governorate, Iraq”, project number IRK2105. The position holder is expected to follow ASB’s and donor BMZ standards, procedures, and guidelines for project governance applicable for the IRK2105 project.
Reporting Relationships:
The ASB Health and Protection Officer Kirkuk reports to the ASB Health and Protection Program Manager (HPM).
Key responsibilities and tasks:
Under direct supervision of Health and Protection Program Manager (HPM), the incumbent is required to achieve the following tasks:
- Active participation to field assessments (logistic organization, identification of needs, monitoring).
- Make field arrangements for planned field visits to project locations.
- Assist HPM and Administration & Finance Manager (AFM) in the preparation of all financial, administrative and logistics documents and forms necessary for the implementation of the project.
- Prepare supporting financial documents related to field office expenditures (PRs, collecting quotations, invoices, advance settlements and receipts) in cooperation with the ASB finance department Duhok.
- Scan and file (soft and hard copies) of financial and project related documents.
- Liaise and coordinate with service providers and suppliers.
- Maintain asset register and equipment labelling for ASB equipment, financed from the project.
- Support the work of CHWs and training activities together with the HPM.
- Assist the HPM in coordinating activities with local authorities, CHWs, community members, other implementing actors and partners at the local level.
- Maintain coordination and appropriate information sharing and communication lines with ASB and stakeholders at field level to avoid duplication and maximize synergies.
- Regularly monitor project activities and provide timely input and feedback to the HPM.
- Assist in the facilitation of trainings for volunteers and beneficiaries.
- Assist to set up a clear beneficiary follow-up mechanisms and ensure that appropriate follow-ups are made to support the beneficiaries.
- Assist to collect information for work plans, regular progress, impact, interim and final reports for the project as required by the HPM.
- Assist in coordination and preparing documentation for purchase of consumables for 3 PHCCs in Kirkuk governorate with DoH, companies, HPM and Admin & Finance Manager (AFM).
- Monitors storage, expiry dates of medical stocks and follows-up on ASB donations (maximum 6 months before expiry dates) in cooperation with the HPM.
- Facilitate the operations of the 3 CBOs, targeted in the project.
- Perform any other duties as required such as translating documents, recording meetings minutes, etc.
- Support the HPM to conduct regular security and risk assessments in the targeted project areas to identify safety and security needs.
- Assist in the implementation and monitoring of all activities, at field level, as laid out in the plan of action.
- Conducting assessments and other data collections in the field.
- Support in the development of lessons learned to improve the implementation of program activities.
- Maintaining photo documentation of project activities to be shared with ASB Duhok office.
- Registers and treats information (general and specific) accurately and with confidentiality.
- Translation of program-related documents.
- Updating lists and tables on different platforms/software.
- Supporting the ASB MEAL Manager/Head of Program in M&E activities as required.
- Any other tasks as directed by the Health and Protection Program Manager (HPM).
