The Asia Regional Office (ROA) is the strategic and operational support arm of GGGI’s country programs in Asia (the Asia Program) and oversees GGGI’s largest portfolio across 17 Member and partner countries. Ensuring a high quality of delivery and continuous improvement through robust monitoring, evaluation, and learning (MEL) and Quality Assurance (QA) is of strategic importance for GGGI. The Asia Program requires a dedicated lead to develop and implement MEL and QA frameworks, plans and tools for frequent monitoring. GGGI’s Impact and Evaluation Unit (IEU) advises GGGI’s operational teams in the design of project monitoring and evaluation frameworks, plans, tools on a demand-driven basis. The IEU seeks to provide comprehensive support for GGGI’s expanding array of projects and country teams, seeking results and learning that are driven by real-time and evidence-based data.

 

POSITION SUMMARY

GGGI is seeking an experienced MEL and a QA expert to be located in Seoul HQ and serve as a regional focal for support to Asia Program. Reporting primarily to the Asia Regional Director & Head of Programs the Asia MEL and QA Senior Officer will support Asia’s country, multi-country, and regional programs to engage in robust and effective quality assurance, monitoring, evaluation and learning of the region’s projects and processes. The Senior Officer is required to support the Country Representatives and MEL focal points established in the country offices to provide quality assurance and lead and support logical framework development and MEL plans. The Senior Officer will collaborate with country offices to design tailored tools that are effective for quality assurance, the monitoring and evaluation of projects. In addition, the Senior Officer will drive the ROA and IEU set up of a bespoke and innovative Community of MEL Practices in Asia for GGGI.

 

PURPOSE

The Senior Officer will be responsible for MEL and QA, and will function as the focal point for the Asia’s projects and programs. The post holder will engage with the IEU to promote and operationalize GGGI’s new MEL framework in Asia, provide high quality project design support in coordination with the Partnerships team and provide implementation support in coordination with appropriate country staff and regional office staff.

ENGAGEMENT
  • Advise the Regional Director, Country Representatives, and project managers, including in Asia’s larger programs such as Indonesia and Lao PDR, on improving project and program performance using MEL and QA findings for knowledge management.
  • Coordinate with other MEL leads from GGGI’s other portfolio regions and mainstream and integrate MEL advances and good practices from other regions into Asia.
  • Collaborate with country offices to design and implement tailored MEL and QA tools that effectively monitor and evaluate projects.

 

DELIVERY

The key responsibilities include the following:

  • Support country teams to reinforce quality of project design and delivery by identifying design flaws, results frameworks, project results and budget coherence and project implementation.
  • Review and design of comprehensive MEL frameworks for specific country, multi-country, and regional projects in Asia, ensuring alignment with overall project objectives and GGGI’s new organization-wide MEL framework.
  • Lead support to project and program managers across the region, including in Asia’s larger programs such as Indonesia and Lao PDR, by supporting the development of project MEL frameworks and plans to monitor projects in collaboration with IEU.
  • Guide MEL focal points in country offices to review, improve and implement results framework design, logical frameworks, and MEL plans/systems and frameworks.
  • Compile lessons learned and best practices from various projects, contributing to refining GGGI’s MEL framework and methodologies.
  • Train and develop the skills and capacities of national MEL focal points in the country offices – such as developing strong project indicators, MEL plan design, operationalisation, and execution, form building and design, data analysis and visualisation, and other relevant MEL skills.
  • Any other MEL and QA related roles as appropriate and requested by the Asia Regional Director.

Expected Outcomes include:

  • High quality project and program proposals at regional and individual country levels
  • Successfully designed, operationalised, and executed MEL frameworks and plans for Asia region projects and programs.
  • Enhanced MEL capabilities of national MEL focal points across the Asia region.
  • Development of valuable lessons learned, contributing to improving GGGI’s overall MEL framework.
  • Strengthened M&E advisory services and capacity within GGGI’s programmatic teams.
QUALIFICATIONS
  • An advanced university degree (Master’s degree or equivalent) in economics, project management, development studies, monitoring & evaluation, environment science, climate change, sustainable development or related areas is required.
  • A minimum of 10 years of experience in program development, designing quality projects, QA and MEL, including relevant experience building and managing MEL frameworks, plans, tools and reporting systems, and relevant experience supervising data collection and data validation exercises, including building staff capacity.
  • At least 7 years of experience supporting the planning and successful delivery of international development projects in developing countries or emerging economies.
  • At least 2 years of international experience, working and living outside of home country.
  • Excellent verbal and written English communication skills.
  • Proficiency in standard Microsoft Office.
  • Experience in international organizations, development agencies, government, private sector, or non-profit sector in M&E.
  • Certification in M&E will be an asset.
FUNCTIONAL
  • Demonstrable experience with and knowledge of logical framework and reporting methodologies, online reporting platforms, evidence and results-based monitoring methodologies, outcome mapping and database management, preferably applied in the context of developing countries and climate change.
  • Proven experience and knowledge in formulating climate adaptation and sustainable development indicators and interlocking approaches to logical frameworks.
  • Experience and a theoretical and practical background in qualitative and quantitative research methodologies and techniques is required.
  • Exceptional analytical and problem-solving skills, experience conducting statistical analyses using appropriate software, undertaking research, primary and secondary data collection, analysis and report writing.
  • Successful experience delivering capacity building and ToT sessions.
  • Successful experience with mobile data collection tools such as Open Data Kit, Kobo Toolbox and Ona, including xls form-building.
  • Ability to work and deliver independently across multiple workstreams.
  • Good interpersonal skills and ability to collaborate with colleagues from diverse cultural backgrounds.
  • Experience of working in a multi-disciplinary and multi-sectoral team environment.
