The Digital Community Entrepreneur Model  (DCE)

 UNCDF in Uganda has been driving digital financial inclusion with a focus on agriculture value chains since 2015. UNCDF works with private sector players to drive digital financial products and services in the hard-to-reach areas in Uganda, providing both technical assistance and grants to de-risk innovative projects.  


Digital financial service providers, just like other private sector players are open for business and partnerships that are built on a strong business case. The latter is not always evident or guaranteed when it comes to reaching the last mile, which explains the reluctance of partners to reach these markets. To drive access to and usage of digital solutions among the last mile communities, UNCDF developed a Digital Community Entrepreneur (DCE) model, that leverages community champions to promote digital services in their communities. The model has been used in different UNCDF projects. See Annex for project details.

 

DCEs are primarily young, tech-savvy people in rural communities, with high business acumen. They are recruited from producer organizations, farmer associations and from within the community. The DCEs are trained in marketing and entrepreneurship and provided with digital, financial and other products and services to sell in their communities. From the sales of digital products and services DCEs earn a commission. They also promote digital literacy in their communities. UNCDF’s working hypothesis is that the DCE model is more effective in reaching last-mile consumers than traditional approaches.

 

UNCDF seeks the support of a research firm to design and conduct an assessment of the UNCDF Digital Community Entrepreneur model. The DCE model was applied in various UNCDF projects in Northern Uganda and West Nile, including the following districts: West Nile region: Arua, Koboko, Moyo, Nebi, and Yumbe districts Northern Uganda:  Adjumani, Kiryandongo , Kitgum Gulu, Nwoya, Oyam and Lira districts. The objectives of this study are detailed in the TOR.
