Description of the Assignment:  


The United Nations Office on Drugs and Crime (UNODC) provides technical assistance related to combating terrorism, organized crime, corruption, and drugs by strengthening criminal justice and health systems in line with international conventions and protocols and in compliance with the rule of law and human rights.

Cebu region including the tri-cities of Lapu-Lapu, Cebu City and Mandaue City has been acknowledged as a region with the identified use of opioids including injecting drug use which is a local characteristic that deviates from the drug use patterns (methamphetamine use) recognized broadly in the Philippines. Opioid use is associated prevalently with the use of Nubain (Nalbuphine Hydrochloride) however based on the anecdotal findings non-medical use of other prescribed opioids is present as well, including morphine, Stadol and many other pain killers, also used in combination with shabu (e. g. milkshake). Alarming information is the fact that fentanyl is present as well as a drug of choice and known with PWUD/PWID who seemed uninformed on the harmful effect and overdose potential of the drug.

Understanding the risks of unsafe drug use practices including the transmission of blood-borne diseases such as Hepatitis and HIV, services to reduce individual and social harms of drug use are considered critical to enhancing the effects of the treatment and preventing complications associated with the unsafe drug use.

Considering that the risks associated with unsafe drug use in the Cebu region are present, conceivably even more than in previous years, including the transmission of blood-borne diseases, UNODC in collaboration with the GF Protects team is embarking on a journey to address the challenges of successful integration of harm reduction services and support the further rollout. The results of the assessment will assist programme managers to augment the gaps in health services, including in Hep C service provision particularly among the injecting population.


OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to support the rapid assessment of Hep C Services in Cebu City area for persons affected by drug use and dependence.

Specific objectives include:

1.     Mapping of Hep C service providers in Cebu area.

2.     Document the clients (PWID, PWUD) experience in accessing Hep C services in Cebu City

3.     Identify the gaps and recommendations where UNODC’s support is much needed.

Methods

1.     Baseline Information

a.     Identify what has been done (including documentation and evaluation of a similar programme implemented previously in the Philippines)

b.     Prevalence and incidence of PWUDs and PWIDs affected by drug use and dependence living with HIV, HBV, and HCV

c.     Prevalence of PWUDS diagnosed with HBV, HCV unable to receive treatment on time.

2.     Consultations with Stakeholders

a.     Obtain contact with key community service providers, including Government counterparts with HBV and HCV related services.

b.     Document successes and challenges of reaching out to PWIDs and PWUDs (duty bearers perspective).

c.     Document success and challenges on access to HBV and HCV services from the client’s perspective (what are the barriers they face).

3.     Process Mapping

a.     Must have consulted stakeholders (Service Providers, End Users, Other pertinent parties)

b.     Must consolidate documents obtained from stakeholders.

c.     Determine available resources in the community that can sustain continuous access to services by PWUDs and PWIDs.

4.     Stakeholder Analysis

a.     Helps determine capacity development needs of community partners (if any)

5.     Monitoring and Evaluation

a.     Select a community partner to distribute Hep C medication with network among PWUDs and PWIDs community. Distribution will be accounted for with proper documentation and receipts. To be required and monitored by UNODC.

 

Period of assignment/services (if applicable):  Four (4) months
