Working environment

Jesuit Refugee Service (JRS) is a faith based International NGO that has been working in Iraq for the past eight years. Our mission is to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. JRS Iraq belongs to JRS Middle East and North Africa Regional Office coordinating the work in Lebanon, Jordan, Syria, and Iraq. In 2024, thirteen people work in the CO and JRS Iraq runs programmes mostly in Qaraqosh, Sharya and Sinuni for an approximate total of 150 staff members.

 

General Purpose of the Position 

The Assistant Base Director (ABD) works in collaboration with the Sinuni Base Director (BD) to ensure the effective management of Base at the JRS Community Centre. The ABD provides extensive support to the BD in protection, security and in complementary skills (reporting, coordination, team’s support).

He works closely with the BD and has a good knowledge about the support provided by Assistant Country Directors (ACD), Country Programmes and Grants Officer (CPGO), Human Resources Officer (HRO), Finance Officer (FO) and Monitoring and Evaluation Officer (MEAL).

In addition, he will work specifically on Security Checking with the BD and related agencies in Sinuni and in the whole Sinjar Mountains focusing on the area visited by JRS Outreach team.

 

Main Responsibilities of the Position

1. Administrative Support

 

a) Administrative work in JRS comes as complement of accompaniment of participants and staff members, it is undertaken in a respectful and fair manner

b) In collaboration with the Base Director, the Assistant Base Director fulfils important administrative, coordination, and supervision functions in the project

c) Deputise when requested and when the BD is not available.

d) Support Adult Education and Skills Training, ensuring the quality of courses, regular attendance by participants, and the relevance of public awareness sessions

e) Supervise the upkeep, maintenance, and logistics of all facilities used by IRQ 11 at the JRS Community Centre, including organised and clean storage and accountability for all items in storage

f) Overall Logistic verification, check ordered items against delivery and ensure quality of services before payment, including vehicle servicing and any maintenance carried out by external staff, and withhold payment for damaged or incorrect items or sub-standard work. Ensure the quality and consistency of JRS Protection interventions with the assistance of the Base Director.

2.  Assistant Project Management

a) Support the Base Director and Coordinators to ensure that project activities outlined in the BPRM and JRS project proposals are implemented and delivered on time or ahead of time and within budget

b) Assist in monitoring expenses with the assistance of the project accountant

c) Help in supervising project staff, including the coordinators, to ensure that each staff is doing their duty – e.g., watchmen, cleaner, etc.

d) Involved in the collection and consolidation of data and follow implementation updates on project activities to ensure timely reporting (monthly, six monthly, annual, or otherwise) in collaboration with the BD

e) Contribute to effective collaboration with the JRS Sharya MHPSS project (IRQ 05) maintain good relationship with the MHPSS staff

f) Immediately report any concerns (security, HR, finance, etc) to the Country Office—Country Director and/or Assistant Director, Country HR, and Country Finance Officer as applicable.

g) Assist in organizing any kind of events related to the life of the programme.

3.  Public Relations

a)Support and organize meeting with local authorities, UN representatives for the BD as well as CO members.

b) Contribute to good relationships with public and private partners, religious and governmental representatives.

c) Have a good knowledge on the NGOs working in Sinjar

d) In absence of the BD represents JRS Iraq in any meeting (general or local coordination, CO’s visit etc.) and report to the BD.

e) Be available to organize to media request.

4.  Security Support

a) In charge of Security for Sinuni Base in relation with the CO

b) Support the team’s awareness on Security Related issues, providing workshop, seeking for partners in that field, when necessary,

c) Check the security of the Outreach Team Members before their visits,

d) Attend Security related meeting online -INSO, or in-person and report to the BD and the CD and ACD.

Availability

Undertakes any other duties as assigned by the Country or Base Directors that are within the ambit of the position.

 

 

 

 

Qualifications & Preferred Skills

Qualifications, skills and attributes

 

  • At least 2 to 3 years of relevant working experience in M&E/Project Management or working in humanitarian field
  • Proven managerial experience
  • Good organizational skills, with a sense of priorities
  • Strong motivation to serve internally displaced persons and returnees according to the values and self-understanding of JRS
  • Good interpersonal and facilitations skills with the ability to manage team to reach consensus on complex and/or divisive issues
  • Fluent written and spoken English, Arabic, Kurdish is required.
  • Proficiency in Microsoft 365TM applications, especially Word, Excel, PowerPoint, OneDrive, SharePoint, and Teams, as well as in KoboCollect or other humanitarian data gathering platforms or software
  • Reliability and confidentiality
  • Ability to work in a multicultural environment
  • Ability to perform under pressure
