CARE Türkiye has and will continue to maintain its humanitarian principles of neutrality and impartiality throughout all of its work. In order to do so, the Assistant Country Director-X-cross border program oversees the four program managers, Head of Area Office, and Partnership Team entrusted with delivery of the programs in NW Syria. They will provide team management and coaching, technical oversights, problem-solving related to the delivery of grants, and ensures that awards are launched and closed with the highest level of quality and with utmost accountability to populations affected by the Syria conflict.
The Assistant Country Director-Cross Border Program role is to set overall strategy, represent at the highest level of the response, plan for emerging contextual changes, conduct contingency plans, provide direction to the implementation of CARE’s cross border operations, and to ensure implementation is at the highest quality.
The main responsibility of the position holder is to provide overall leadership in ensuring programs are delivered in a way that is conflict sensitive and adheres to do-no-harm approaches. This person is accountable for the delivery of the entire cross-border response portfolio. And is a member of the CARE Türkiye Core Team.
RESPONSIBILTIES:
· Strategy Development and Leadership.
· Oversight over program cycle management in compliance with Grant Agreements, Internal Implementation Plans.
· Enhances implementation modalities, promotes innovation and program quality.
· Co-Leads Resource Mobilization Efforts.
QUALIFICATIONS:
- Analytical and Strategic development experience.
- Demonstrated experience working directly with local communities.
- Ten years’ experience in program management and implementation.
- Five Years Technical experience in at least two program focus areas
- Fluency in English.
- Mature understanding and experience in the context of the Syrian Crisis.
- Strategic vision to set a clear path.
- Networking and diplomacy, to be able to engage multiple stakeholders, some obstructive and hostile.
- Team building skills, to pull together growing team that has many new staff, high turnover, and varied capacity.
