Purpose:

Stewards Individual Placements (Stewards), a program of Conservation Legacy, provides individuals with AmeriCorps service and career opportunities to strengthen communities and preserve our natural resources. Participants serve with federal agencies, tribal governments, and nonprofits to provide institutional capacity, develop community relationships, and support ecosystem health. Stewards in partnership with the Northern Colorado Plateau Network will host an Assistant Data Manager.

This Data Manager is an AmeriCorps position that will work for the Northern Colorado Plateau Network (NCPN) Inventory and Monitoring Network. The incumbent serves as the Assistant Data Manager for NCPN. The network has implemented systematic biological inventories (plants and animals) and long-term vital signs monitoring in 16 network parks located in Colorado, Utah, Arizona, and Wyoming. The success of the network I&M program is dependent on a well-designed and maintained data management system which is easily available to all parks and is relevant to park biological resource information needs. The position is responsible for assisting the Data Manager in providing leadership and technical guidance relative to the development and management of network inventory and monitoring datasets. NCPN is one of 32 networks within the National Park Service, and comprises Arches NP, Black Canyon of the Gunnison NP, Bryce Canyon NP, Canyonlands NP, Capitol Reef NP, Cedar Breaks NM, Colorado NM, Curecanti NRA, Dinosaur NM, Fossil Butte NM, Golden Spike NHS, Hovenweep NM, Natural Bridges NM, Pipe Spring NM, Timpanogos Cave NM, and Zion NP. This position will assist us in completing analysis and reporting on long-term ecological monitoring in National Parks. This information is critical for understanding the status and trends in the health, variance, and resilience of the park ecosystems. The Data Management Assistant will work independently and, in a team, setting; in the office and occasionally in the field; and in potentially 16 National Park units. This position will gain experience working in a collaborative environment with a team of professional scientists and data managers responsible for conducting natural resource monitoring. The position will focus on data management, data quality analysis, dataset production, statistical analysis, and data presentation through visualizations and reports.

Description of Duties:

• Develop and implement business processes and applications to support the science information life cycle ensuring the long-term integrity of natural resource inventory and monitoring data sets, including data acquisition, data quality control, data analysis, and data publication.
• Manage the field data lifecycle to support field operations from pre-season preparation through active field data collection and season close-out activities (Quality Assurance Quality Control, certification, publication).
• Manage software development processes and source code using Git and GitHub to ensure high quality software and access to legacy versions of data system components.
• Develop and modify code written in R, python, and multiple SQL dialects for complex database applications and provide simplified tools for end users to manage and export their data and access reports in Microsoft Access and SQL Server.
• Maintain, update, and replace legacy software written in VBA
• Create quality cartographic products using ArcGIS Pro for use in field navigation or publication.

Develop ArcPro and command line tools using Python to provide end users (e.g., project managers, scientists, and field personnel) with simple streamlined methods to manage geospatial data and applications.

• Use Esri Portal or ArcGIS Online functionality to create and manage mobile GIS data collection workflows with applications like Field Maps and Survey123, including managing map services, feature services, and user controls.

Qualifications:

• General knowledge of data science concepts, principles, methods, and practices.
• Comprehension of programming languages, chiefly R and/or Python, and the skill to apply these technologies effectively.
• Experience with Esri software packages for GIS (e.g. ArcGIS Pro, Field Maps, Survey123).
• Use knowledge of natural resources and data visualization to create reports, graphics and dashboards using supported technologies (e.g., Rmarkdown, ArcGIS, Power BI, etc.).
• Solid written and oral communication skills and the ability to be detail-oriented and well-organized are a must.
• Working with a variety of end users (e.g., project managers, scientists, regional data management staff, and field personnel) to determine their data processing, data management, and reporting needs.
• United States citizen, United States national, or a lawful permanent resident alien
• Applicants must be between ages of 18-30 years old, or up to 35 for veteran, based on Public Land Corps Act of 1993 authorizing this AmeriCorps opportunity.
• Has received a high school diploma or equivalency certificate; or has not dropped out of secondary school to enroll as an AmeriCorps participant and agrees to obtain a high school diploma or its equivalent prior to using the education award.
• Agrees to provide information to establish eligibility and to complete a National Service Criminal History Check.

 Preferred Qualifications:

• Developing business processes and applications to ensure the long-term integrity of natural resource-related data sets, including data acquisition, data quality control, data analysis, and data dissemination.
• Use SQL to create complex database queries (e.g., multiple joins, data summarization, or nested queries) in order to manipulate, update or retrieve data.
• Ability to manage geospatial data, including manipulating feature geometries and properties as well as maintaining metadata, datum, and projection information.
• Designing and developing database applications for the purpose of entering, extracting, maintaining, updating and disseminating data.
• Skills in extracting, wrangling, and publishing data in R, Python, or GIS; perform statistical and spatial analyses; and managing data and code repositories.
• Experience working with and modernizing legacy code and software

Additional Position and Community Information

• Moab, UT is a medium-sized town focused on recreation and tourism.  All basic amenities are there, grocery stores, schools, laundry, and hardware store.  For specific items, Grand Junction is the next closest city, 1 hour and a half hours drive away.  The area has abundant recreation opportunities from the river to the desert to the nearby La Sal Mountains.  Several National Park units are within a days drive. Housing is expensive with the cost being around $1,000 per bedroom.
• A personal vehicle would be highly desirable but not mandatory.  Moab is a remote town that is walkable and bikeable, but is considerable distance from other towns.  Biking and walking could be cold in winter months.
• This position must be within commuting distance to the area served by host site office location or parks.

Time Requirements:

• This position is expected to serve 40 hours each week, but exact service schedules may vary.
• Lunch breaks will not be counted towards AmeriCorps service.

Orientation and Training:

• Member will receive an orientation that includes training on AmeriCorps prohibited and unallowable activities.
• $3,000.00 Professional Development Fund for Training and Travel.

Evaluation and Reporting:

As an AmeriCorps member, performance will be evaluated on whether the member has completed the required number of hours, the member has satisfactorily completed assignments, and if the member has met other performance criteria that were clearly communicated at the beginning of the term of service.

Reporting requirements include, but are not limited to, bi-weekly timesheets and accomplishment tracking.
