Organizational Unit Overview | The Division of Student Affairs actively supports the University’s missions of education, research, and service by providing comprehensive programs and services to assist each student in developing intellectually, socially, morally, and culturally. ECU Transit is a department within Student Affairs which provides transportation services to the entire university campus and surrounding area. Transit and charter services are provided with a university owned fleet of 60+ vehicles serving over 3 million passengers annually. |
Job Duties | Position serves as Assistant Director and Chief Operating Officer for the department. The Assistant Director reports directly to the Director of the department. Must work independently, think critically, and make decisions quickly in regard to the day-to-operation of the transit system. Work includes oversight and supervision of 150 students, 20 temporaries, 3 interns, and 9 permanent employees. This position is directly responsible for planning, developing, implementing, and directing all fixed route and demand response operations including operations support staff, the Safety and Training Unit and the Charter Services Unit for ECU Transit. Develops and reviews comprehensive analysis reports of the system data collected via electronic systems, surveys, and manual computation to ensure the needs of students, staff, and faculty of East Carolina University are met within the limits of a budget. This position directs and oversees all activities related to scheduling employee work, dispatch center, road supervisors, vehicle routing, incident response/management, customer service response, and social media for ECU Transit’s vehicles, services, and employees. The Assistant Director is also required to plan, organize, and manage the work of subordinate staff that includes a varying number of temporary and intern employees, over 150 student employees and permanent positions to ensure that all work is done in a manner consistent with ECU Transit and University policies and procedures. This includes monitoring operations to ensure that employees comply with administrative policies and procedures, safety rules, federal regulations and state regulations which apply to commercial vehicle operators. Significant time and effort is spent with student employees coaching, teaching life skills, mentoring, and developing students to be successful in the classroom, at work, and in life. Time is spent with student operators, dispatchers, supervisors, and managers developing their skills and identifying their talents to achieve greater success for the individual, the department, and the University. The Assistant Director and supporting staff are responsible for recruiting, interviewing, training, and evaluating of all departmental operations staff. Is responsible for coordinating a fleet of 60+ vehicles operating 18 hours to 22 hours per day on 28 peak routes. Continuously monitors and evaluates the efficiency and effectiveness of service delivery. This position will serve as the department head in the absence of the Director of Transit. This position is also responsible for performing a variety of services to meet staff development, safety, organizational, community and program training needs. Work involves assessing and evaluating training/education needs and system safety needs. Continually monitors the supervision, planning, coordination and direction of the ECU Transit training/safety program. Manages internal and external customer involvement through social media and other various marketing methods. Responsibilities and Duties Program Supervision & Administration (50%) – Independently manages the Operations Unit serving as the unit head and Chief Operating Officer for the department. Allocates, assigns, and directs work of employees to (1) achieve their personal goals; (2) collectively achieve the department’s missions; and (3) coach employees to grow individually and professionally. Critical Thinking (20%) – Must be able to make sound decisions quickly, without direction from others, regarding the Operations Unit based on the best information available at the time. Identifies potential problems, documents the issues, and assesses the options to solve the problems. Professional Knowledge (10%) – Thorough understanding of university, local, state and federal policies, procedures, safety regulations, service changes, and commercial equipment knowledge. Full knowledge of all Federal Motor Carrier Safety Administration and NCDMV rules and regulations governing the operation of commercial vehicles. Communication & Marketing Officer: (10%) – Communicates effectively with individuals in the unit and/or the unit as a whole. Effectively shares information, policy changes, protocols, and status updates within the Operations Unit and the department. Listens to concerns from customers and decides the best course of action to respond and resolve the issue. Listens to concerns from employees and decides the best course of action to keep morale up while serving the ECU community within ECU Transit guidelines. Interprets and explains programs, policies, services, procedures, state, and federal laws to employees, customers, and parents. Commercial Vehicle Operator (5%) – Must maintain a valid North Carolina Class B commercial driver license or Class A CDL, with a passenger endorsement, and with no air brake restriction. Must maintain a valid medical examiners certificate. Must be able to effectively operate Class B commercial vehicles. Change Management (5%) – Knowledge of change management strategies and principles. Ability to implement these strategies in the organization when changes are made including new equipment and/or technologies, when changes have been made to routes and when employee rules and procedures are changed. Works with the Safety and Training Unit to implement new testing and training standards set at the state and federal level. Works to ensure all employees are kept up-to-date and trained on all equipment, rules, guidelines, routes, and procedures. |
Minimum Education/Experience | Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |
License or Certification Required by Statute or Regulation | DOT Medical Examiner’s Certificate as required to operate a CDL vehicle under Federal Motor Carrier Safety Administration regulations. License requirement is a Class B or Class A CDL with passenger endorsement and no air brake restriction. |
Preferred Experience, Skills, Training/Education | Graduation from a four-year college or university Minimum of one year experience in transportation administration or operation. Familiar with the operations of fixed route and special event/charter services as they relate to transit-style buses in a public or university setting. Knowledge of point-to-point van services as they relate to public transportation in a public or university setting. Knowledge of safety protocols and appropriate training practices to ensure compliance with federal, state, and university guidelines in regard to passenger-carrying CDL vehicles. Knowledge and experience of personnel/material management, customer service, and strong verbal and written communication responsibility. Able to exercise confidentiality in accordance with policy and state, federal, and local laws such as FERPA and HIPAA. Ability to understand and interpret state, federal, and local laws and regulations. |
