Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor-Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community (APSC), the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs, the ASEAN Secretariat is inviting qualified ASEAN Nationals to apply for the position of Assistant Director/Head of Health Division. 
Remuneration and Benefits:
Successful candidate will be offered a basic salary of USD 5,567 and attractive remuneration package including housing, outpatient medical reimbursement, hospitalization & life insurance, children’s education and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the six-month probationary period. Please note that ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.

Responsibilities
  1. The Assistant Director (ADR) Health Division reports directly to the Director of Human Development Directorate, and he/she will be responsible for the following duties:1. Managing the operational activities of the Division. 
    • Plan division activities, assign work priorities and be responsible for the quality of work.
    • Provide guidance/direction for staff on professional matters.
    • Foster teamwork and collaboration within the division.
    • Manage all resources, including financial, physical and human resources for the division.
    • Participate in and contribute to divisional, directorate and department management meetings.

    2. Providing policy and technical advice and recommendations.

    • Provide policy and technical advice and recommendations on sector concerns including providing input into the drafting of sectoral workplans (and similar documents) as well as any agreements in coordination with relevant divisions in ASEC.
    • Monitor progress of implementation of sectoral workplans (and similar documents) including relevant commitments in the ASCC Blueprint 2025 as well as ASCC Strategic Plan Post-2025, and provide report and inputs for the Director and Deputy Secretary General.
    • Sit as member of steering committees and provide technical advisory and substantive support to health clusters and Technical and Working Group Meetings as and where appropriate.
    • Provide technical expertise and participate in official visits organised by ASEAN and/or its Dialogue Partners either as part of the ASEAN Secretariat/ ASCC Department or as part of a sectoral delegation.

    3. Overseeing the development, implementation and evaluation of programmes and/or projects in support of the ASEAN Post-2015 Health Development Agenda.

    • Initiate programmes and/or projects and manage project approvals and project implementation, including activities under the ASEAN health sector.
    • Coordinate with international organisations and donors where necessary, for programmes and/or projects funded by external parties.
    • Assist with programmes and projects implementation by providing technical input (for example as technical resource persons for workshops).

    4. Servicing the relevant bodies of the ASEAN Socio-Cultural Community.

    • Ensure that ASEAN Bodies are provided with appropriate substantive and administrative support as required.
    • Serve as the focal point and effectively engage with ASEAN Member States, Dialogue Partners and other stakeholders, drawing on input from other Divisions as necessary.
    • Represent the ASEAN Secretariat at ASEAN and international forums as required.
    • Prepare and/or review report of meetings, Press Releases, Joint Statements, speeches and mission reports as necessary.

    5. Work with dialogue partners and partner organizations in implementing regional activities under the signed agreements/ plans.

Qualifications
    • Advanced university degree (Masters of equivalent degree) in either Public Health or Health Promotion, or Health Services Management.
    • At least six (6) years of increasingly responsible professional experience in one or more roles related to the ASEAN Post-2015 Health Development Agenda.
    • Extensive supervisory experience within a senior management position with high-level experience in a recognised specialised field.
    • Sound corporate, strategic and business planning skills.
    • Proven experience in research, public health policy development and negotiation, and in working closely with government officials.
    • A sound understanding of international and regional public health and medical issues, and knowledge of and commitment to ASEAN ideals.
    • Demonstrated ability to lead and motivate staff in multi-cultural work environment.
    • Sound financial, physical and human resource management skills.
    • High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
    • Proven ability to develop and maintain sound working relationships with public and private sector organisations and other stakeholders.
    • Commitment to teamwork and collaborative work practices.
    • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
    • Proven ability for accuracy under pressure and adherence to deadlines.
    • Excellent command of English, written and spoken.
