POSITION SUMMARY:

HIAS’ Assistant Director, Social Integration works to ensure that refugees and newcomers served by HIAS’ network of 25 U.S. partner agencies can access and understand U.S. systems and meaningfully connect with their new communities. The Assistant Director, Social Integration serves as a lead on program development, budgeting and design for federal and private grant oversight, and internal and external communications for the social integration programming portfolio.

This position supervises a team of full-time social integration staff members and reports to the Director, Social Integration.

ESSENTIAL FUNCTIONS:

  • Performs quality control and quality assurance in preparation and processing of a suite of social integration grants, including Preferred Communities and additional pilot projects as relevant.
  • Supports the Director, Social Integration with preparation and development of budget allocation criteria and distribution formula in consultation with U.S. Programs staff, considering each agency’s specific capacity, location and cost of living.
  • Reviews and processes proposal packages submitted by affiliates in collaboration with the Budget & Fiscal Compliance team, and coordinates the subaward process within the required timelines.
  • Coordinates close partnership and collaboration with staff at HIAS’ U.S. partner agencies, including local directors and case managers; actively seeks input and guidance from implementing staff through calls, surveys and listening sessions to ensure that HIAS is aware of and prioritizing local needs.
  • Provides support and oversight in the implementation of network training and capacity building efforts on related topics and programs.
  • Ensures progress toward stated program goals; liaises with affiliates, funders and colleagues to manage social integration programming.
  • Designs pilots and budgets for new grant applications, supporting writing and revising of grant proposals.
  • Assists in supervision of a team of full-time social integration staff members, as well as occasional consultants, providing technical support on grant management and social work practices, training and development of guidelines and tools in the SI portfolio.
  • Responsible for online case management database, including suite of forms, reports and data indicators for federal reporting.
  • Responsible for timely preparation and submission of periodic reports related to social integration programming and communication with implementing partners, funders and HIAS leadership as needed.
  • Conducts on-site and remote monitoring visits (programmatic audits) to affiliate locations, writes follow-up reports on findings and ensures follow-up with partner agencies to ensure implementation of corrective actions.
  • Coordinates with HIAS’ Resettlement & Integration team and Development team to design, launch and scale up programs in line with HIAS’ strategic priorities and network needs.
  • Serves as primary liaison with government funders and other refugee resettlement partners (e.g. other national resettlement agencies, state governmental entities and technical assistance providers) for social integration grants.
  • Assists in recruitment, onboarding and training of new staff as the social integration program expands.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Graduate degree required.
  • 5-7 years of experience required.
  • Experience with program implementation, budget oversight and project management; experience working with U.S. government and private grants required.
  • Experience designing and implementing transparent evaluation and assessment frameworks; experience analyzing and using data to support program decisions.
  • Strong command of written and spoken English for a variety of audiences; experience developing proposals and other official documents, synthesizing and editing formal reports, and crafting policies and programming documents for service providers is required.
  • Proficient with Microsoft Office tools; experience with online databases required.
  • Must be able to travel within the U.S., as needed.
  • Travel, to include travel to insecure operating environments, may be required.
