All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
Duties:
- Provide support to country operations and Regional Bureaux on emergency preparedness and response, providing technical advice and support in context analysis and reporting, and in developing contingency plans for identified priority high-risk situations.
- Provide emergency management support including meetings, reporting, preparation of updates and analyses.
- Monitor and assess preparedness levels in field operations.
- Provide support with risk analysis and horizon scans for potential new and escalating emergencies relevant to UNHCR and produce emergency outlooks and reports.
- Liaise with relevant internal and external stakeholders to determine the most appropriate analysis and preparedness strategy and products to assist in organizational and country-level preparedness.
- Contribute to the development of new approaches for emergency risk analysis.
- Contribute to the development and the innovation of UNHCR’s early warning and preparedness platforms and tools.
- Contribute to open-source monitoring of situations of concern and emerging risks.
- Attend regional meetings on emergency preparedness and response, contributing to the Division of Emergency, Security and Supply (DESS) and Regional Bureaux discussions on risk detection and analysis, while reviewing risks submitted by operations.
- Ensure that UNHCR’s Global Strategic Priorities and commitments on protection, accountability and Age, Gender and Diversity are reflected in the relevant preparedness methodologies and situational analyses.
- Support in developing innovative approaches to standardized training.
- Undertake short missions relating to preparedness, training and capacity building.
- Support the administrative and logistical arrangements related to the eCentre’s events, monitor the budget and prepare regular financial reports on project expenditures.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk-based in the functional area of work. Raise awareness of risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.
Minimum Qualifications:
- Years of Experience / Degree Level
- For P1/NOA – 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree
Field(s) of Education:
- Development Studies; Law; Political Science; Social Science;
- International Relations; or another relevant field.
