Assistant Field Officer
Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
– Promote and monitor the implementation of assistance projects.
– Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
– In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
– Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
– Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
– Submit recommendation for protection interventions to the designated officer.
– Negotiate with local authority counterparts, partners and populations of concern.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile
The White Nile Operation remains a humanitarian emergency that has evolved with an increased number of refugees and internally displaced population since the crisis began on April 15, 2023. Prior to the conflict, the White Nile Operation hosted 18,000 IDPs from the 2022 Blue Nile state violence. The state now shelters an estimated 1,308,282 IDPs, including older individuals with chronic illnesses, people with disabilities, and young people who dropped out of education and livelihood opportunities.
The majority of IDPs (83%) live with local communities, while others are in in over 640 gathering sites and rented spaces. UNHCR leads the three-cluster CCCM, ES/NFI, and protection coordinating humanitarian efforts to provide protection and essential services to the forcefully displaced people.
Apart from the loss of education, property, and livelihood opportunities, IDPs in the White Nile State face significant protection risks, including documentation and legal aid needs, GBV risks, family separations, limited basic services, restricted livelihood opportunities, and mental health needs. Many require specific support through identification, counseling, referrals, and case management.
UNHCR’s strategy for the White Nile Operation involves a scaled-up response to IDP and host community needs through community-based approaches, providing multi-sector emergency response in areas such as protection, cash assistance, core relief items, and emergency shelter, along with site management. Community-based protection networks identify vulnerable individuals and act as early warning mechanisms. Multi-purpose community centers improve access to protection and multi-sector assistance. The response relies on protection monitoring to support those most in need and involves collaboration with partners, IDP-led NGOs, and local authorities to drive localization and sector coordination.
Reporting to the subnational IDP footprint coordinator, the assistant field officer, NOA, would be a focal person for the subnational protection cluster and liaises with the relevant partners, local authorities, and national cluster focal persons to closely support the effective implementation of subnational protection cluster activities through seamless coordination and information sharing mechanisms.
Desired Candidate Profile
• Extensive Protection Cluster and CCCM leadership experience, in a large IDP setting.
• Proven experience working in multi-partner responses, including collaboration with local authorities, IDP/refugee-led organizations, and both national and international NGOs.
• Effective negotiation and advocacy skills, with experience in engaging with local authorities and government sector ministries.
• Experience in working within multi-functional Protection Clusters, particularly in data and information management, needs assessment, profiling, registration, reporting, advocacy, and resource mobilization.
• Experience working in challenging duty stations
• Protection experience in IDP and Refugee situation
• Experience working with implementing partners, IDP/Refugee led organizations and operational partners.
• Skills in negotiation and advocacy.
• Experience working in multi-functional Protection Cluster in the areas of data and information management, needs assessment, profiling, registration, reporting advocacy and resource mobilization
