Assistant Human Resources Officer

Organizational Setting and Work Relationships
Assistant Human Resources Officer will function under direct supervision of the (Senior) Administrative or Human Resources Officer. Incumbent will handle HR related activities within the country/ operation, and he/she may directly supervise, coach and guide locally recruited staff responsible for the personnel administration and other HR related matters. He/she will assist the (Senior) Officer responsible for Administration/ Human Resources in the process of staffing and budget reviews, recruitment and appointment of staff, and in the performance management and staff welfare issues. Incumbent will have close working relationship with the staff-related services in UNHCR, such as the Personnel Administration Section (PAS), Affiliate Partnerships and Recruitment Section (APRS). Assignments Management Section (AMS), Talent Development and Performance Section (TDPS), Staff Health & Wellbeing Service (SHWS) and Global Learning and Development Centre (GLDC).

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Duties
– Provide input in the preparation of the annual operations programme review submissions, and in the review of the training needs of the staff, making appropriate proposals to meet identified needs.
– Advise and counsel staff members on their rights, obligations, benefits and entitlements in line with UN/UNHCR staff rules and regulations.
– Assist in timely advertising and filling of General Service and National Officer vacancies. Prepare submissions for the review by the local Assignments Committee (AC). Process recruitment, assignment and reassignment of local staff for the country operation, in accordance with UN/UNHCR rules and procedures.
– Conduct regular audit and verification of personnel records in the office, including audit of MSRP entries into HR module, as well as of the attendance, overtime and leave records. Monitor maintenance of the daily tracking system to ensure accurate information is provided on staff and families in case of emergency. Provide support, guidance and training to all staff performing personnel administration and other HR related functions.
– Brief newly-arrived international staff on related administrative formalities; process and follow up on their accreditations and other related documents, and arrange for their onward travel to the field office, if applicable.
– Supervise administration of UNHCR medical insurance plan for locally recruited staff. Assist staff and dependants in case of medical evacuation.
– Assist in HR related activities of the security evacuation plan, ensuring relocations/evacuations are managed and administered in line with the provisions of the UN Security Management System Policy.
– Maintain liaison with the support sections and divisions at headquarters, specifically with DHRM, on matters related to the recruitment and personnel administration support, medical and other issues of staff welfare and safety.
– Enforce local compliance with the UN/UNHCR staff rules and regulations, as well as with the performance management system.
– Clear issuance and extension of contracts for locally recruited staff.
– Clear payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, MIP reimbursements, medical and security evacuations, shipment costs.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

The incumbent must be a mature person, have proven managerial skills and expertise in managing people as she/he may supervise the G6 staff in Abuja. She/He must be able to work independently with minimum supervision. She/He must display maturity in handling sensitive cases and the capacity to analyse and provide solutions to complex HR cases. She/He must have spoken and written communication skills. Moreover, being service and solution oriented and a team player is a must, as the incumbent will have to deal with staff members, managers, and other parties outside HR Unit. She must be proactive and able to make contribution to various on-going, to future HR initiatives and to various reports. She/He must make attention to detail, be flexible, ready to take more responsibilities and be able to deliver under pressure on competing priorities. She/he must have analytical skills, drafting skills, innovative approach to HR service delivery and advanced knowledge of Word and Excel.
Proven working knowledge of HR Tools, Workday, COMPASS and/or PeopleSoft software is a must.

Nature of Position:

The Human Resources Unit is part of the Administration Section. The Unit is composed of 1 HR Officer, 1 Assistant Human Resources Officer NOA and 1 HR Associate G6 in Abuja and provide technical support to the 2 G6 HR Associates in the field.

The Assistant Human Resources Officer is the most senior national position in the HR Unit. She/He will work under the direct supervision of the HR Officer and will act as OIC of the HR Unit in the absence of the HR Officer. She/He will support the HR Officer in the implementation of HR policies, staff administration, workforce planning, recruitment, and talent development with inclusion, diversity and gender as a cross-cutting issue, the implementation of the staff health and counselling plans and in fostering an inclusive and respectful working environment. The incumbent maintains employee confidence and protects the organization and its workforce by keeping human resources information confidential.

Living and Working Conditions:

UNHCR Nigeria consists of a Representation at the Branch Office in the Federal Capital City, Abuja, a Field Office in Lagos, a Sub-Office in Maiduguri (Borno State), a Field Unit in Damaturu (Yobe State), a Field Office in Yola (Adamawa State) a Field Office in Adikpo (Benue State), a Field Office in Ikom (Cross River State) and a Sub Office in Calabar (Cross River State) under the direct supervision of the Branch Office. UNHCR Nigeria has 146 staff members in Nigeria with 46 international and 100 national staff members.

The UNHCR Representation acts as a liaison office with the Economic Community of West African States (ECOWAS) Commission and coordinates with various departments to ensure information dissemination, capacity building, participation at various events towards ensuring the dynamic growth of the UNHCR-ECOWAS Cooperation and expansion of the protection space for persons of concern in West Africa.

Other activities of the Office in Nigeria include providing support to the Government of Nigeria through the National Commission for Refugees and some other agencies of Government; and working with other UN agencies within various theme groups. With the objective of expanding the protection space for the benefit of all persons of concern in Nigeria.

Abuja is a C duty station with good living conditions. The cost of accommodation is very high (yearly rent payment required) and safety is still a concern.

The security situation requires international staff deployed to Nigeria to undertake security briefings on terrorism related issues. Borno State is at security level 4 while Yobe and Adamawa states are at level 3 (except some LGA). The South-East of Nigeria is at level 2.

Accessibility to affected populations in the North East is difficult due to the volatile security situation. Adequate security measures and equipment, including armored vehicles, are required to operate in the area.
