Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services
.IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). Job Purpose

Reporting to the Corporate Services Coordinator, the HR Assistant is supervised by Manager, Corporate Services and responsible for ensuring effective HR operational support within the Afghanistan Country Delegation, which is in line with Federation standards, guidelines and procedures. He/She will be responsible in file management and monitoring of D365 system – HR.

Job Duties and Responsibilities

Overall:
• Support on all HR matters of local staff, international delegates, consultants; including contract management; orientations and briefings; remuneration; insurance coverages; inductions, communicating HR policies and management of Personnel and other HR files.
• Provide quality advice and user-support to all staff on HR systems and processes including On-line systems such as D365, the learning platform and the online performance management system.
• Support the Corporate Services Coordinator and Head of Delegation to ensure the Afghanistan Delegation upholds IFRC’s integrity standards, including code of conduct, prevention of sexual exploitation and abuse, child protection and anti-harassment policies.
HR Support:
• Assist with recruitment and selection processes, including posting job advertisements, screening resumes, scheduling interviews, and conducting background checks.
• Organize the onboarding and orientation process for new employees. Ensure employee complete mandatory training
• Coordinate employee exit process including processing asset clearance during End of Mission (EoM)
• Keep HR team informed on work progress and HR issues and develop new ideas/ ways of working to increase work efficiency.
Performance management and professional development:
• Prepare and maintain staff training record and remind staff of any outstanding mandatory trainings.
• Work closely with Regional Office HR team on updating the data for completion of performance appraisal and any other related trainings.
HR Administration:
• Maintain, file and archive personnel records for all international and national staff, consultants and interns.
• Lead in keeping national staff information in D365 up to date.
• Regularly review leave balances of staff and monitoring in D365 system.
• Prepare and update welcome pack and organizational chart.
• Enroll employees into health insurance
• Supports the development and preparation of reports and communication materials.
General responsibilities:
• Represent HR and closely collaborate with the Human Resources Unit in the Asia Pacific Regional Office.
• Other tasks as assigned by the Corporate Services Coordinator.
• Assist in admin matters as requested; Ensure confidentiality is maintained strictly at all times.

Education

Required:
University Degree in Human Resources Management, Management, Administration or Public Administration or equivalent.
Preferred: Human Resources Diploma or certificate.

Experience

Required:
At least two (2) year of Human Resources experience. Practical knowledge of Human Resources Information Systems.
Preferred: Experience in organizing trainings and staff support. Experience with the Red Cross and Red Crescent Movement.

Knowledge, Skills and Languages

Required:
Advanced skills in computers (Windows, word processing, spreadsheets).
Must possess a standard of fluency in written and spoken English.
Able to work independently and as part of the team.
Exceptional organizational ability with an eye for detail. Documentation preparation / presentation and computer-based production skills.
Sensitive to cultural and regional issues.
Fluently spoken and written English.
Fluently spoken and written Dari/Pashto.
