BACKGROUND

The UN Human Rights Office (Office of the UN High Commissioner for Human Rights – OHCHR) represents the world’s commitment to universal ideals of human dignity. It has a unique mandate from the international community to promote and protect all human rights.

The OHCHR field presence in Moldova, led by the Human Rights Adviser, assists the UN RC Office, UN Country Team in Moldova (UNCT), Government and civil society in strengthening human rights and human rights-based approaches, working closely with the UN Country Team on capacity building and mainstreaming human rights in their work, as well as providing support in engagement with national actors on human rights, including advising national authorities upon request. Thematic priorities for work are: Strengthening the rule of law and accountability for human rights violations; enhancing equality and countering discrimination Integrating human rights in sustainable development; enhancing civic space and people’s participation.

In November 2023 OHCHR in Moldova will launch a new project – “Strengthening the rights of minorities in the Republic of Moldova”. Through this 21-month lasting project, OHCHR seeks to enhance its efforts to improve the enjoyment of human rights by the ethnic or linguistic minorities in the Republic of Moldova, including in the Transnistrian region. This will be achieved through a three-level approach, combining work with State authorities, National Human Rights Institutions civil society organizations and minorities.

This project will aim at significantly increasing the scope of the protection of minorities’ rights, by focusing on its three components:

  • Strengthening the capacity of the State structures to respect, protect and fulfil the rights of minorities through international and regional human rights protection mechanisms.
  • Empowering CSOs and minorities to claim their rights and increase their participation in public life and access to services.
  • Increasing the capacity of the State institutions to apply a human-rights-based approach to minorities’ data to their work.

KEY DUTIES AND RESPONSIBILITIES

The Associate Human Rights Officer applies and promotes the principles of results-based management (RBM), as well as a client-oriented approach.  support the Project Coordinator in the project implementation.

Under the overall supervision of the OHCHR Regional Representative for Central Asia and under the guidance and direct supervision of the Deputy Regional Representative National Programme Officer will provide a high-quality service to the OHCHR Programme to ensure timely and efficient coordination and monitoring over implementation of the respective Programme Output. The National Programme Officer promotes a client, quality, and results-oriented approach.

Under the direct supervision of the International Human Rights Officer, who manages the project the Associate Human Rights Officer will perform the following functions:

  1. Contribute to the identification of human rights issues, emerging and evolving trends of human rights concerns as well as response and capacity gaps, and assist in the development of a strategy to respond to the situation;
  2. Contribute to the planning, implementation and monitoring of the project activities following a human-rights-based approach and with attention to gender equality;
  3. Support the development and strengthening of strategic partnerships in the area of human rights promotion, with a focus on the human rights of minorities, in the Republic of Moldova including the left bank of the Nistru River;
  4. Liaise with UN agencies, State authorities, national counterparts, National Human Rights Institutions, CSOs and others to ensure that the expected project results are achieved;
  5. Establish, maintain and nurture regular contacts with civil society organizations engaged in the promotion and implementation of minority rights, UN norms and international human rights standards on both banks of the Nistru River, and provide them with relevant support;
  6. Contribute to the production of project reports, briefings, and a Open-minded analytical documents and provide inputs to documents;
  7. Ensure that all activities are conducted in compliance with relevant standards and methods of work, including for protection and safe handling of information;
  8. Use information management tools developed by OHCHR, including the database;
  9. Participate in and contribute to lessons learned processes;
  10. Support the OHCHR Moldova with any other relevant task;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

QUALIFICATIONS

Education:

  • Advanced university degree in law, human rights, international relations, social sciences, or other disciplines related to human rights OR
  • A first-level university degree (Bachelor’s Degree) in development studies, political science, human rights, international relations, public affairs, public administration, economics, law, social studies or related areas with 2 years of relevant experience in lieu of Master’s Degree will be considered.

Experience, Knowledge, and Skills:

  • Up to 2 years of work experience in human rights.
  • Experience of work in the Transnistrian region is an asset.
  • Experience in promoting the rights of minorities is a strong advantage.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) required, advanced knowledge of spreadsheet and database packages, and experience in handling web-based management systems an asset.

Language Requirements:

  • Fluency in oral and written English, Romanian and Russian.
  • Working knowledge of one or more additional languages relevant to Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language is an asset.
