Org. Setting and Reporting
The post is located in the Human Rights Treaties Branch, Human Rights Council and Treaty Mechanisms Division (CTMD) of the Office of the High Commissioner for Human Rights (OHCHR), in Geneva. The incumbent will operate under the overall guidance of the Chief, Anti-Torture, Capacity Building, Coordination, and Funds Section, and under the direct supervision of the Coordinator of the Treaty Body Capacity Building Programme (TBCBP).
Responsibilities
Within delegated authority, the Assistant Human Rights Officer will be responsible for the following duties: • Assists the project manager in the further development of the National Recommendations Tracking Database (NRTD) and the Universal Human Rights Index (UHRI) and supports the maintenance of the content of the UHRI up-to-date, including by reviewing entries from the concluding observations and recommendations of treaty bodies; assists in the facilitation of workshops for the rolling-out of NRTD. • Provide support to grant-making under the Special Fund of the Optional Protocol on the Convention against Torture: assists with the review of grant applications from Spanish-speaking countries, bearing in mind the recommendations of the Subcommittee on Prevention of Torture; assists with the presentation of projects to the Subcommittee; • Provides support in the population of a repository of independent monitoring mechanisms (IMMs), the development of training materials on IMMs and the organization of related events and capacity-building activities; • Provides support in following up to the HR75 Initiative, especially in relation to pledges on ratification and the establishment and strengthening of national mechanisms for implementation, reporting and follow-up: manages information in relation to relevant pledges and supports the project manager in finalizing the ratification toolkits; • Provides inputs to variety of reports, briefings and other types of communications relating to human rights matters in compliance with established standards; • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree (Bachelor’s degree or equivalent) in combination with two (2) years of qualifying work experience may be accepted in lieu of the advanced university degree.

Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. Experience with human rights mechanisms, especially treaty bodies, is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish are required.
Assessment

THIS POSITION IS TEMPORARILY AVAILABLE FOR TWO (2) MONTHS.
