Assistant Information Management Officer

Organizational Setting and Work Relationships
The Assistant Information Management Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in subagreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
Operationalize countryspecific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and contextspecific data.
Support the operation in the analysis of processed data and information and perform data quality and consistency control.
Facilitate the analysis of crossborder information between relevant countries.
Assist in training staff involved in information management activities, including data collection and data entry teams.
Support and leverage geographic data for map production and use in geographic information systems (GI.
Share UNHCR data with partner agencies and maintain Portal data and information inline with agreed frequencies.
Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
Liaise with partners and represent UNHCR in meetings related to the functions.
Make recommendations and provide advice on the technical information management requirements.
Assist in training of data entry and data collection teams.

Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(.

I. Nature of the Position

UNHCR structure in SE Türkiye consists of a SO Gaziantep with three (3) Field Units (Gaziantep, Sanliurfa, Adan; FU Gaziantep covers Gaziantep, Kilis, Malatya, Kahramanmaras and Osmaniye provinces and is led by national staff (N, while FU in Adana (Mersin, Adana and Hatay provinceand FU Sanliurfa (Sanliurfa, Adiyaman and Mardin provinceare led by internationally recruited staff. Gaziantep is also the Hub for the northern Syria CrossBorder (XOperation, managed within the Whole of Syria approach under the Directors Office in Amman (DOi. In the XB context, UNHCR leads the clusters for Protection, ES/NFI and CCCM covering northern Syria. Partnerships under UNHCR programming include shelter, NFI and protection interventions.
The Southeast Turkiye (SEInter Agency Coordination (IAstructure is an integral part of SO Gaizantep continuing to follow up on the needs of 7 million refugees in 11 provinces.
As result of the earthquakes that affected 11 provinces in Türkiye in February 2023 and following the release of the Flash Appeal on 16 February, UNHCR facilitated the establishment of the Protection sector under the EQ response to address the needs of EQ affected population and the provincial protection coordination mechanisms in the highly affected provinces (Hatay, Kahramanmaraş, Malatya and Adıyama. UNHCR represented the Protection sector and 3RP in OCHAled Inter Sector Coordination Group (ISCand continued to contribute to the reporting and drafting of transitional documents for the residual needs until the departure of OCHA in August In August 2023, with the formation of the Area Based Coordination (ABstructure for the EQ response, UNHCR became the cochair of the ABC along with UNRCO and IOM. UNHCR represented the area of convergence for the protection sectors under EQ and 3RP along with the relevant Result Groups of UNSDCF. SO IACU also assumed cochairing the ABC in the last quarter of Technical and coordination support was provided in the implementation of the ABC workplan and cochair role, including provincial level engagement, support to hub level general coordination, and the work of ABC task teams, including ESMAT. Although the ABC coordination structure ended in June 2024, its activities have continued under the Southeast InterSector Coordination Group structure. UNHCR is still the cochair of Southeast InterSector Coordination Group which has been the current interagency coordination mechanism in SET.
Under the 3RP framework, UNHCR chairs the SET Protection Sector and cochairs the Gender Based Violence and Child Protection subsectors. The SET Protection Sector established a Legal Counsellors Group (LCin 2019 as a legal network with around 50 lawyers employed as legal counsellors at I/NGOs and UN Agencies. A Key Refugees thematic coordination group (KRwas formed in 2021 under the GBVsWG focusing on specific groups, including refugees who are living with HIV and LGBTQI+ and sex workers. Also, since April 2024 Youth Task Team was established under SET Protection Sector to act as a coordination mechanisms among the services providers working with youth, Provincial Protection Coordination structures are functional in Mersin, Adana, Gaziantep, Mardin, Kilis, Adiyaman, Kahramanmaras, Malatya, Hatay and Sanliurfa to ensure the discussions at the provincial level taking place and local solutions are found to the complex cases with an aim to also bridge between state and civil society service providers.
The incumbent is expected to be the primary Information management focal point directly coordinate the support to interagency and IM activities in SET and for the UNHCR SO operations in Gaziantep.

II. Interaction with Persons of Concern or External Stakeholders
The Assistant IM Officer will be a member of Inter Agency Coordination Unit under UNHCR Suboffice in Gaziantep which is responsible for 11 provinces. The incumbent will be expected to travel to the provinces as required to engage with protection sector member organizations including I/NGOs, UN agencies and local NGOs. The incumbent will liaise with the state service providers including PDMM, PDFSS, PDoNE, Municipalities as well as Governorate’s offices.
The position requires provision of support to Protection and Shelter sectors, Child Protection and GBV subsectors, Legal Counsellors Group, Youth Task team and 10 provincial coordination structures.
The Assistant IM Officer is expected to maintain regular interaction with high number of external stakeholders in performing the duties, including the authorities, civil society, academia and sectoral partners.

III. Reporting and Managerial Expectations

The Assistant Information Management Officer will be under the direct supervision of the Associate Interagency Coordination Officer but will be expected to consult and coordinate with Head of Suboffice for the operational requirements for the SET region and liaise with the Associate IM Officer in Ankara for the overall IM response.

IV. Desired candidate Profile

• Advanced language skills in Turkish and English are essential for the nature of the position.
• Excellent interpersonal and communication skills, situational awareness and maturity to liaise and engage collaboratively and respectfully with internal and external stakeholders are essential.
• Working experience with Power BI, Kobo, data flow analysis, date visualization, creating maps and other data and information management activities are essential.
• Background and technical experience in protection needs and data analysis, assessment development, team leadership during implementation is a strong asset.
• Experience in software development, assessment methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments and drafting reports are desirable.
• Prior experience in graphic design and familiarity with UNHCR internal processes, 3RP portals, Services Advisor and Activity Info is desirable.
• Knowledge of operational context in Turkiye and prior experience in humanitarian and refugee setting including international organizations will be considered as an asset.

Living and Working Conditions:
Gaziantep is a C category duty station, as of 01 July Following the devastating earthquakes in southeast Turkiye on 06 Feb 2023, the duty station was temporarily categorized as n E Duty Station, which decision phased out on 30 June Gaziantep is a city of over 2M with a high level of infrastructure. Health facilities, including hospitals with relatively high level of care are available; however, most medical staff do not speak English, which can present barriers for international staff in accessing services. Although Gaziantep is family Duty Station, education is only offered in Turkish, and there are no international schools in any of the locations within the area of responsibility.
The access to accommodation, supply, transport facilities is good. Apartments/ flats are available, generally in good condition with working services (water, gas, electricit. Due to increasing numbers of staff in the humanitarian community and following the diminished housing stock in southeast Turkiye during the earthquakes, the rental costs have been on the rise. Leisure/recreational facilities are available. The main challenge remains communication with local community, as English is not widely spoken.
Following the COVID19, Turkiye has experienced significant economic crisis that has resulted in high inflation and significant depreciation of the local currency (Turkish Lir. While the Exchange rate of the local currency has been stabilized as of the beginning of 2024, the prices have continued raising and the markets have not yet stabilized.
Earthquakes in southeast Turkiye on 06 Feb 2023 have been devastating both in loss of human life and level of destruction of physical structures and infrastructure, primarily in four mostly hit provinces (Adiyaman, Malatya, Kahramanmaras and Hatay, as well as two smaller districts of Gaziantep provincCentral Districts of Gaziantep, including the areas where UNHCR staff work and live have been less affected and in the meantime the life has returned practically to normal, while major challenges remain in provinces heavily impacted, with over 450,000 people still living in temporary accommodation, as well as over 100,0000 refugees accommodated in container sites across southeast Turkiye.
Proximity to the Syrian border has led to a sensitive security in SouthEast Türkiye since the Syrian conflict began. During the recent years, the security situation in SE Türkiye had at times deteriorated due to a worsening of the security situation along the border with Syria and increased engagement in the Syrian conflict by the Turkish Government. Any worsening developments could have further repercussions. Security situation in the provinces under SO Gaziantep responsibility remains largely stable, Security Level set at 2 and 3, with 5 km border belt with Syria categorized as SLThe level of general criminality is low. There are no known direct threats towards the UN and its staff in the area. Due to the developments at the border areas, the UN staff in Gaziantep are advised to increase their precaution measures in general. Area Security plans and Security levels are being updated. As a result of good security awareness is needed by individual staff members.
