In the Americas, the IFRC Secretariat is organized through a group of support services and technical functions, and geographical configurations of Country Cluster Delegations and Country Delegations. The Country Cluster Delegation (CCD) in Central America covers 5 countries.
Job Purpose
The Planning, Monitoring, Evaluation and Reporting (PMER) Assistant will support the CCD Central America team in the implementation of the PMER processes in the programs and operations managed by the CCD, in compliance with IFRC procedures and standards for PMER, and working with the Red Cross Societies involved in the CCD.
Main purpose:
- Support the process of Unified Planning (or other long-term programs) and mid-term and annual reports of the Central American National Societies, ensuring the quality of all plans, in coordination with the technical areas, to ensure that they meet quality standards and deadlines in accordance with PMER’s regional level guidelines.
- Support the development of program and emergency operations planning documents (project documents, action plans, monitoring and evaluation plans, activity and indicator tracking tables).
- Support the development and review during the design of program and emergency operations proposals to ensure logical coherence, SMART indicators, inclusion of means of verification, objectives, and baselines.
- Support periodic monitoring processes of programs and emergency operations managed by the CCD to facilitate results-based management to strengthen accountability and evidence-based results.
- Support the development of terms of reference for any evaluations conducted (final, mid-term, lesson learned, real time learning, etc.) and ensure the evaluations are done in accordance with IFRC evaluation Framework.
Coordinate the elaboration and ensure the quality of the reports requested by donors of the programs and emergency operations managed by the CCD.
Job Duties and Responsibilities
Provide support to the Central American National Societies for the Unified Planning (or other long-term programs) annual and mid-term and annual reports process, ensuring the coordination, consistency of information, formatting, etc and share guidelines, templates, and timelines in a timely manner.
Support CCD team and National Societies during project/program and emergency operations planning.
Provide input to the development of quality standards and tools in the areas of monitoring and evaluation and contribute to reliable data collection and timely analysis of program and emergency operations results.
Support or manage evaluations and facilitate lesson learn and reviews process.
Support the CCD team in the development of donor reports as required, including evaluation reports or lessons learned, ensuring quality and development of cross-checks with financial information.
Responsible for sending reminders to IFRC budget holders and National Societies teams regarding the obligations for delivering reports and monitoring and evaluation activities, in collaboration with the CCD team.
Education
Required
Bachelor’s degree relevant to the position
Preferred
University studies in international development, social sciences, communications, planning or similar area.
Experience
Required
- 1 + year(s) experience in report writing and editing, with attention to product delivery in accordance with deadlines
- Research, data collection and processing and analysis for complex reports
- Experience in implementation of monitoring and evaluation systems for projects, programmes and emergencies
- Experience in the project planning and implementation and results-based project management
Preferred
- 1 (+) years’ experience in the International Movement of the Red Cross Red Crescent
- Experience in working in a non-profit organization or humanitarian organization
Knowledge, Skills and Languages
Required
- Excellent written and verbal communications skills are essential, with the ability to craft an analytical narrative from data findings
- Knowledge of log-frame-based project design, monitoring and evaluation
- Strong interpersonal skills and diplomacy to manage relationships with many stakeholders and in a complex situational environment
- Analytical and problem-solving skills, including the ability to synthesize, order, process and prioritize large amounts of information
- Strong attention to detail in both listening and visualisation design
- Ability to take initiative to create new processes from scratch and act to fill identified gaps
- Strong commitment to Red Cross and Red Crescent Fundamental Principles
- Edition of texts in English and Spanish
- Able to work independently and as part of a team
- Fluently spoken and written English and Spanish
Preferred
- Basic understanding of gender, protection, social or human vulnerability issues
- Good domain of information technology is an advantage
