These positions are located in the Regional Section for Africa and Middle East (RSAME), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. Responsibilities

Within assigned authority, the Assistant Programme Officer will be responsible for the following specific tasks:

  • Assist with substantive and backstopping support for assigned regional and national programmes as well as projects; work in close consultation with the UNODC Regional/Country Programme Offices and provide assistance to the development and implementation of programmes in full compliance with the overall programme management and operational guidelines established by UNODC.
  • As member of a team support the UNODC Regional/Country/Programme Offices in the monitoring of global, regional and national ongoing/pipeline programmes, projects; monitor and analyze programme/project development and implementation including budgets through the relevant programme management substantive and financial solutions; assist with the drafting of programme/project proposals and review relevant documents and reports.
  • Assist the Regional Section in monitoring the implementation of the Strategic Vision for Africa and reporting on achievements. Support the development of SV-A related initiatives, the organization of SV-A related events and suggest opportunities for visibility.
  • Assist with the preparation of various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; briefing notes and summary reports on the country/region for the Executive Director, senior management and senior official visitors to UNODC and for country and regional consultations with donors, as well as for other major UNODC events; draft routine day-to-day correspondence to UNODC Field Offices and other United Nations entities, as well as, in appropriate cases, to Government authorities.
  • Assist with providing substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Support all actions related to maintaining the flow of information on project- and programme-related matters between the Regional Section and the UNODC Regional/Country/Programme Offices.
  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as assigned.

Education

  • Advanced university degree (Master’s degree or equivalent) in political sciences, international relations, business administration, economics or public administration or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. A minimum of one year of professional work experience in project/programme management or administration within the area of drug control and crime prevention at the international level is desirable. Experience in drafting publications to an academic or international organization standard is desirable. Work experience within the United Nations system and/or similar international organization is desirable. Work experience with counterparts in the field is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.
