Org. Setting and Reporting

  • This position is located within the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The Assistant Programme Officer will report to the Chief of the Crime Prevention and Criminal Justice Section (CPCJS). 

Responsibilities

Within assigned authority, the Assistant Programme Officer will perform the following duties:

  • Assist with substantive and backstopping support for the development, implementation, monitoring and evaluation of the Section’s assigned programmes/projects and activities in full compliance with the overall programme management and operational guidelines established by UNODC;
  • Support the review of programme/project documents, in particular, assist in monitoring and analyzing programme/project development and implementation through the relevant programme management and substantive teams.
  • Assist with the drafting of programme/project proposals, work plans, funding proposals, programme performance reports and review relevant documents and reports; provide support in identifying problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
  • Provide support for project/programme coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies, assist in managing and maintaining project databases and online monitoring tools, reviewing, analyzing and monitoring technical assistance activities particularly in francophone and hispanophone contexts, and ensuring accurate and timely data entry, verification, and updates to support evidence-based reporting and decision making.
  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting;
  • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. briefing notes and summary reports on programme/project activities for senior management, organizational reporting obligations and for consultations with donors, as well as for other Section events; draft routine day-to-day correspondence.
  • Provide administrative and support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposing participants, preparing drafts of background documents and presentations, handling logistics, etc.
  • Undertake outreach activities; participate in the development of training workshops, seminars, etc.; participate in presentations on assigned topics/activities.
  • Assist in liaising with counterparts in UNODC, both in Vienna and in the field, officials of other UN organizations and specialized agencies and representatives of Governments, IGOs and NGOs to obtain and exchange relevant information;
  • Perform other work-related duties as assigned.

Education

  • An advanced university degree (Master’s or equivalent) in international relations, political science, human rights, law, international law, criminology, business or public administration, or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required. A minimum of one year of relevant professional experience in project/programme management, monitoring, reporting, project budget or administration processes is desirable. Relevant work experience in the area of crime prevention and criminal justice issues, or closely related issues is desirable. Experience with communication and outreach measures including social media is desirable. Experience working in the United Nations System and/or a similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language (such as French or Spanish) is an advantage.
