Background

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme 2022-2025 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. The Country Programme through Sub-Programme 1 supports the enhancement of Pakistan’s relevant law enforcement agencies to effectively identify and combat human trafficking and migrant smuggling operations and improving regional cooperation forums for information sharing, joint training and operational collaboration between regional and international partners with national counterparts along with strengthening the legislative and policy framework on the subject of human trafficking and migrant smuggling.

 

In order to develop the Government of Pakistan’s capacities in the area of human trafficking and migrant smuggling and to react in a strategic manner, UNODC Pakistan requires the services of a Assistant Programme  Officer – HTMS with at least 5-years’ experience of working with law enforcement agencies with specific focus on human trafficking and migrant smuggling issues as well as Programme planning, monitoring and evaluation. 

 

Assignment Objectives

The objective of the assignment is to assist the Programme officer in operationalizing the development, start-up and implementation of the human trafficking and migrant smuggling-related work under the Country Programme. Specifically, work will be aimed to assist the Programme Officer – HTMS in achieving the following outcomes – (1) Legal, regulatory and enforcement frameworks on human trafficking and migrant smuggling enhanced; (2) Enhanced knowledge and skills within migration-related law enforcement agencies; (3) Migration-related crime information collection, analysis and coordination improved; 4) Awareness amongst general public and civil society regarding organized crime group enhanced.

 

The Assistant Programme Officer, under the guidance of Programme Officer – HTMS will be required to work closely with the Federal Investigative Agency as well as other federal and provincial agencies, to achieve the common goals. 

 

Responsibilities

Under the overall guidance of the Programme Advisor and direct supervision of the Programme Officer – HTMS, the Assistant Programme Officer will be responsible for the following tasks:

 

  • Support implementation of Programme activities at national and provincial level and ensure the implementation of workplans.
  • Support the Programme Officer – HTMS in preparing donor progress reports, work-plans and other material to support to the design and implementation of human trafficking and migrant smuggling Programmes/projects
  • Assist the Programme Officer in development of concept notes/project documents for new and extension of on-going projects as and when required
  • Provide substantive support to the Programme Officer – Human Trafficking and Migrant Smuggling for smooth implementation of the overall projects/programmes.
  • Liaise with and facilitate the public and private sector implementing partners /firms in their tasks and deliverables.
  • Facilitate the project activities and ensure that implementation of progress is in accordance with agreed project timelines.
  • Assist in carrying out coordination with key stakeholders including government and non-government sector.
  • Engage with public information initiatives and maintain close relationship with government counterparts, civil society and other related law enforcement agencies
  • Support the Programme Officer in assessing the project performance including utilization of resources and achievement planned targets
  • Carry out the advocacy and information related tasks such as making interventions and presentations in workshops, seminars and missions etc.

 

Qualification and Experience 

  • Bachelor’s degree in the field of development studies, project management, public administration, business administration, political science, international relations or related fields.
  • Minimum of 04 years (with bachelor’s degree) or 07 years (with high school) of relevant progressively responsible program management and implementation experience
  • Knowledge and experience working with the GoP, with regards to programme implementation.
  • Ability to work under pressure and pay attention to details with tight deadlines.
  • Proficiency in the use of information technology (word processing, PowerPoint presentations, spreadsheets and data management and analysis).
  • Excellent knowledge of spoken and written English, with good analytical and communication skills.
  • Experience working with an international organization, especially the UN is desirable.
  • Experience providing administrative and logistic support to multinational organizations, preferably in the UN set up.

Planning and Implementation Arrangements

Assistant Programme Officer – HTMS will be based in Country Office, Islamabad, Pakistan.

Assistant Programme Officer will closely interact with UNODC COPAKs’ Outcome-1 related Programme Staff/other staff, concerned GoP ministries, LEAs and regional counterparts/international partners as tasked/mandated, under the supervision of SP 1 Programme Advisor 

 

Payment Schedule and Rate

The Assistant Programme Officer – HTMS will be issued a Service Contract (SC), as per given United Nations rules and procedures. The payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs, including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
