As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programs of training, technical assistance, policy research and knowledge sharing. IIEP offers training in various forms and lengths to provide professionals with the most practical, hands-on and flexible training in educational planning. Its training offer is constantly updated to ensure that IIEP plays a key role in assisting states to address new demands and agendas, not least the Sustainable Development Agenda (SDGs), in partnership with governments and other development partners.

This position is located in the Training and Education Programme Unit in IIEP, Paris office. Under the supervision of the Global Training Lead of IIEP’s Training and Education Programmes (TEP) and direct supervision of the core training programme coordinator, the assistant programme specialist will contribute to the coordination of the 2024 edition of the Foundations of Education Sector Planning and Management Programme and the implementation of the Global Training Strategy (GTS). She/He will also contribute to the implementation of other projects of the TEP Unit, when deemed necessary for the efficient organization of the team’s effort.

DUTIES AND RESPONSIBILITIES

Facilitate the Foundations of Education Sector Planning programme courses. This includes:

  • Support in merging different programme modules to create a new introductory course.
  • application of the IIEP credit system and the implementation of self-paced introductory course.
  • provision of content support to the training team in generic tasks, such as: uploading and verification of the learning materials, the preparation of participants’ guidelines.
  • support the implementation of webinars and live sessions including grading and feedback to participants, in both English and French.
  • support the implementation and delivery of the 2024-25 ESP modules including follow up of participants’ activities and assignments; Support in the provision of grading feedback; Preparation of badges; Liaise with M&E focal point to support certification process and elaboration of transcripts.

Support the IIEP Global Training Strategy with MEL and project management to ensure progress and reporting to the Governing Board

  • Monitoring and evaluation: Support the analysis of training participants’ performance and participants’ feedback and the Monitoring and Evaluation Global Training Strategy working group. This also includes the verification of final scores and list of participants demonstrating successful completion (Kirkpatrick Levels 1 and 2) and monitoring the KPIs and training anchor indicators across the three offices.
  • Project management: Support the implementation of the GTS. This includes the follow up of the established calendar and support in the finalisation of tasks and outputs for each working group, the compilation of tasks completed (monthly calendar and tasks update), the organisation and follow up of meetings of the GTS Advisory Group and the working groups, the edition and formatting of written documents and presentations, and the preparation of annual Governing Board (GB) report.

Support the preparation and implementation of courses on Using Learning Assessment Data and Education Management Information Systems

  • To support the course content coordinator of the specialised courses in: (a) the preparation of draft versions of learning materials including support to the update of case studies and development of new modules, individual and group assignments and quizzes, and (b) the facilitation of online courses including follow up, feedback and grading.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Masters’s or equivalent) in education, social sciences, international relations, or related areas.

Work Experience

  • Minimum 2 years of relevant professional experience in areas related to educational planning,
  • Experience in developing and implementing training programs for professional working in education administrations, in areas related to educational planning and management.
  • Experience in supporting training data development and analysis for course and programme monitoring and evaluation
  • Experience in project management, organization of meetings, compilation of tasks, edition and formatting of documents and presentations.

Language requirement

  • Excellent knowledge (written and spoken) of English or French and good knowledge of the other language.
