Org. Setting and Reporting
The position is located in the Department of Global Communications, in the Office of the Director of the Campaigns and Country Operations Division. The Campaigns and Country Operations Division develops and implements strategies for communicating UN messages on priority issues. The Associate Administrative Officer will report directly to the Director of Strategic Communications Division. This position is currently available from 1 April through 30 September 2024 with the possibility of extension.
Responsibilities
Within delegated authority, the Associate Administrative Officer will be responsible for the following duties: Human Resource Management • Undertakes actions related to the administration of the Division’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Provides information on unit’s staffing needs for inclusion in department’s staffing table. Budget and Finance • Assists in developing the Division’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes. • Monitors budget/work program with respect to Division’s budget, trust funds and grants, on a regular basis, and reallocates resources as necessary. • Contributes to the development of budgetary guidelines for own unit. General Administration • Supervises support staff as required. • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems). • Provides support to the Director through drafting and editing official correspondence, talking points and report inputs. Acts as note taker in meetings. Monitors requests from the Office of the Under-Secretary-General and follows up as needed. • Assists with special projects as required: (Workshops, events, research, etc.).

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business or public administration, finance, accounting, law or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required. Experience using organizational ERP tools, such as Umoja or equivalent, and recruitment tools, such as Inspira or equivalent, is required. Experience in creating tables and charts in Microsoft Excel, and creating flowcharts is required. Experience in an Executive Office or front office environment within the UN common system or similar international organization is desirable. Experience in managing large staffing tables is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
