Responsibilities
– Assists in planning, supervising, monitoring and evaluating the work of the assigned staff; provides technical guidance and ensures that the staff are sufficiently trained to perform their functions; assists in the biennial / annual / fascicle and operational budgeting and financial planning by reviewing, calculating, reconciling, and generating forms related to assigned budget categories / portals (staff costs, non-staff costs/ Programme Budget, Emergency Appeals, Projects). – Assists in managing the operations of the of the assigned budget categories / portals which involves reviewing and checking the accuracy of budget estimates, drafting adjustments as needed according to the Planning and Budgeting preparation and implementation instructions and related policies; coordinates with Headquarters Departments/Divisions and Field Offices for budget inputs and performs necessary adjustments as required to ensure consistency and relevance. – Assists with the monthly reporting, quarterly expenditure review, year-end closure reports, cost analyses including reforms and cost scenarios, and forecast with respect to the assigned budget categories / portals; assists supervisor in producing, developing and distributing system extracted budget reports; follows up with concerned stakeholders on any expenditure discrepancies and takes necessary actions. – Verifies and confirms availability of funds required, ensures the activities match with the relevant funding portals, in compliance with applicable policies / donor agreements / project proposals, and performs the budgetary transactions such as raising /reviewing Budget Allotment and Adjustments, obligation and/or fund reservations as necessary. – Contributes to the review and updating the Budget Technical Instructions and other budget policies/guidance as required, prepares correspondence relating to the above functions with the related parties; participates in the development of Agency staff and non-staff standard costs as applicable and participates in system changes and improvements and performs testing for change requests and custom-made reports as necessary. – Liaises with budget holders in Headquarter Departments/Divisions and Field Offices on different budgetary matters; drafts correspondence, prepares and distributes budget expenditure reports and statements relating to his/her functions; assists in training and advising finance and non-finance staff in Headquarter Departments/Divisions and Field Offices on budgetary issues. – Supports in the review of donor agreements/ project proposals before dispatch to donors, ensures these documents comply with the Agency’s Financial Regulations, policies and guidance. – Performs other duties as may be assigned by the supervisor(s).

Work Experience
At least four years of relevant experience in accounting and/or finance, preferably in a large international, governmental or non-profit organization in the area of accounting and financial management or related work, using computer-based financial systems is required . Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade 14 Monthly basic salary 919.80 JD .
